Show CASTLE VALLEY TIMES SURVEY TIMES - MARCH 15, 1998 - 5 — The following results are from the initial tallying of the POA Covenants Revision Questionnaire. There has been a response rate of ~55% (as of March 18th). We will count all surveys that arrive in the next few weeks (and will report if any changes occur in the response patterns). 80 please fill out and return your survey if you haven't yet done so. We have not yet processed the written comments. The written comments may generate other questions in following surveys. COVENANTS REVISION QUESTIONNAIRE MARCH 1,1998 Lot Size: The CVRR subdivision currently has a 5 acre minimum lot size (i.e. lots are 5 acres or larger except where road easements were taken out of the originally platted lots). In general: 1) Would you like to retain the 5 acre minimum lot size? Yes _2 4 1_ No ___7 Residential Character of Area: Currently, CVRR is zoned a “Rural Agricultural Residential” area by the Town zoning ordinance. There has been a Town emphasis on maintaining the residential character of Castle Valley. Agricultural activities are permitted. Business activities have been limited to small “Home and Premise Occupations” that have few impacts on neighbors. Limiting businesses and commercial activities to small home and premise occupations has been successful except in two cases. 2) Would you like to see CVRR remain a “Rural Agricultural Residential area”? Yes _2 2 3 No _2 2 Housing Density: Currently, the Town zoning ordinance limits housing density to one dwelling per platted lot. 3) Would you like the POA Covenants to. limit development to “one dwelling per platted lot”? Yes _1 9 3_ No _5 5__ 'Scenic Resources: The Castle Valley scenery is a major component of both the monetary value and the aesthetic value of property in Castle Valley. 4) Would you favor protecting our scenic resources by having the POA Covenants require, for example, that: a) Electric utility lines be installed underground? ..................................... Amending Covenants: Presently, the Property Owners can amend the POA Covenants only at the end of a 10 year interval. 6) Would you favor including an amendment process so that the Property Owners can amend the Covenants more often than at ten year intervals? Yes _11 9_ No _11 7_ Enforcement of Covenants: Only portions of the POA Covenants have been enforced over the years. [There has been a feeling that the Covenants did not reflect the desires of most of the CVRR property owners] 7) If the Covenants are changed this year to reflect more closely the desires of the property owners, would you be in favor of increasing enforcement of the Covenants? Yes __1 8 7_ No _5 5_ Existence of POA: Given that revision of the Covenants is being considered, a fundamental question is, should property owners maintain an active role in guiding the future of Castle Valley through the CVRR POA and Covenants, or should the POA be dissolved, and the future of Castle Valley be entirely in the hands of the Town of Castle Valley or in the hands of Grand County (in case the Town is disincorporated). The three entities have very different constituencies: the POA represents CVRR property owners, the Town of Castle Valley represents the Town’s registered voters, and the County represents the County voters (of which CV is a very small part). 8) Do you want to retain the CVRR POA as a vehicle to guide the future of the CVRR?
