Show 4 - MISTY TIMES - DECEMBER 15, 1996 GRAND COUNTY ELECTIONS—1996 Just a quick note to our out—of— town readers about the elections in Grand County last Nov. To all appea— family with teenage kids. He did not feel the mandate was there to take away such a huge right that was in existence to the people in Castle Valley. Jack Campbell was concerned that, given how beautiful Castle Valley is, rances, the County Council has now allowing more B&B’s might cause CV regressed to the values of the old County Commission. The last of the original, “progressive” County Council members are now off the Council. This new/old orientation of this County Council is particularly relevant to Castle Valley, as much of the reason to become a tourist destination. Once there are several B&B’s, there is more pressure for other tourist facilities such as restaurants, a gas station, etc. Soon that we go to all the effort of being a separate town is that being governed by Grand County is such an unpleasant the tourist businesses exert too much pressure on the community boards, and the residential character of the commun-ity is lost. [In the past few years a huge amount of Town Council energy has been consumed dealing with thought to most CV residents. The just two CV businesses, the CV Inn new County Council will likely be and the Synergy Co.] In other small tourist towns in the West, many strongly pro-development, antiplanning & zoning, anti—recycling, and anti—wilderness, to mention just a few examples. Since continued protection of the preferences (of the majority) of Castle Valley residents and property owners comes from the Town Zoning Ordinance (the POA Covenants give very little protection), keeping the Town functioning is the only practical way we have to keep this a low-density (5 acre lot minimum) residential area. The new pro-development County Council would be very tempted to begin spot zoning parts of the Town to allow higher density occupancy. Once this higher density zoning is begun, it’s virtually impossible to slow down the process. residents have found they can no longer afford to live on low paying tourist industry jobs, and have had to move away because of increasing taxes and housing costs. Several other residents stated that they did not want more B&B’s in the town and would like the Town Council to adopt the proposed zoning amendment to prohibit additional B&B’s. The Town Council will vote on NOTES FROM THE PAST—ACPC Occasionally one comes across an interesting document when looking for other things in the old community files. From a 1981 POA Architectural Control and Planning Committee (ACPC) document: ...”1) All new dwellings will be site oriented to maximize solar gain. 2) All plans submitted must include passive solar heating. 3) All south facing walls will have a minimum two foot roof overhang. 4) We encourage all houses in CVRR to be equipped with passive solar hot water systems as soon as possible...” “...There must be submitted with all plans a landscaping plan to reduce the visual impact of the structure...” “...All existing service lines will be buried within 2 years of the institution of this policy..” Obviously not a policy that was ever implemented, but it’s interesting to see what the folks here were thinking 15 years ago. the proposed amendment at its meeting on January 8th, 1997. MAILING ADDRESS FORMAT CHANGE FOR CASTLE VALLEY ADDRESSES There has been some confusion over the new address format for CV addresses. To spwd up mail handling to CV from other parts of the country, several changes have been made. (The old CVSR format will still work, but it may be slower.) More B&B, from p. l he lived in a B&B in Moab, he had The new format uses HC 64 (and your old box #) in place of the CVSR (plus your box #). HC 64 stands for Highway Contract #64. Castle Valley may now be used instead of Moab, although either is OK. And finally, there are an optional extra four digits to the Zip code which may help speed up mail processing. The neighbors who had trashy yards, too many cars and trucks parked on the street, played loud stereos into the night, and a neighbor who started a new extra four digits depend on your existing CVSR Box #. There are 14 different diesel truck early in the morning and let it warm up for an hour. The B&B The following table can also be used to determine the last four digits of your zip+4 code: (ie, if your box # is between 1701 and 1712, your zip is 84532-9609) he lived in caused none of these problems and was a good neighbor.
