Rebecca will write job descriptions for the treasurer, bookeeper. and lawyer so there will be no duplication of duties dining the collection of delinquent dues. The By-Laws as amended at the annual meeting are ready to be printed and distributed [By-Laws say how POA will be set up and run; Covenants contain actual restrictions for CVRR properties.) . _ There Will be a meeting at 7pm at Rebecca's house on March 7th for the board to write the informational letter to the membership re comments on the DEIS for the Atlas Minerals Tailings Capping and Round Mtn. One POA member from Texas has organized a network for e—mail with Lance Christie on this issue. David Erley has written press releases to go to magazines, radio, TV and environmental organizations re Round Mountain. Castle Valley Drive (at Bailey amendment would add language to the zoning 0rd. emphasizing that short term rentals were not permitted. The third amendment would change the temporary dwelling section of the 0rd. If adopted, temporary dwellings would only be movable vehicles (most RV types). Other buildings could still be used as first dwellings, but would have to be 'tted and built to regular dwelling safety standards. A process would be implemented to decommission a temporary dwelling if another permanent dwelling was to be built. Two other requested amendments were tabled—to require notification of neighbors for conditional use permits and to eliminate or reduce the size of future B&B’s. Town Council scheduled a workshop to discuss ramifications of allowing unlimited numbers of employees in CV businesses-Tues, TOWN COUNCIL NOTES 3/13/96 MEETING All Town Council members were present. Planning Commission report: PC recommended approving B&B conditional use permit at a special PC meeting in Feb., with slight change in original conditions. PC recommended 3 zoning 0rd. amendments. One amendment would allow unlimited numbers of employees in CV businesses. The second zoning 0rd. Town owns the roads, the POA should stop contributing to their maintenance. This would probably result in greatly reduced expenditures on the community roads. As this is still the largest expense of the POA, dues could be decreased and/or other projects of community interest could be funded. The roads are, generally, in good condition, and following two mild winters, road expenses are lower than they have been for years. It is possible that this community is ready to expend less of our revenues on the roads. Both property owners and residents use and benefit from the community roads, regardless of which legal entity “owns” increased over the last few years. This has been true for both the Town and the POA. The combination of increasing population inside the Town and pressures from the surrounding areas and 3) Temporary dwelling changes. Over the past years, most of the POA’s revenues (approx. $35,000 in dues) have gone to the roads. Last year this amount was reduced, as was the POA’s contribution to the Town’s administrative costs. The POA reserved more monies for legal and insurance needs, as well as creating a reserve fund. This year, expense issues that this community will be looking at include the roads and legal/adminstrative costs for the Town. For years it has been generally believed that the POA owned (such as the Atlas/Round Mtn. issue-or trying to implement a Watershed protection ordinance), have contributed to these costs. The needs and prefences of the community may be changing. There are a number of zoning issues facing the Town that could significantly change the direction of this community. Reviewing the existing Master Plan and surveying residents and property owners is an appropriate and continuing process in exploring the direction this community wants to go. Zoning changes involve numerous hours of volunteer work as well as legal expenses. Zoning enforcanent, currently the only protection Castle Valley has from such pressures as commercial and multifamily development, cost money. Answers from the recent survey indicate a majority of both residents and property owners would prefer to .pay for enforcing CV ’s zoning (if effective enforcement can not be obtained from Grand County). As the community budget process begins, it will be interesting to see what we as a community feel is important enough to spend our money on. —Joan Sangree |
