Show BLAZING TIMES - AUGUST 1993 - 5 Road Committee Repo rt Paving Castle Valley Drive has been our #1 priority this summer. With the actual chipsealing commencing Monday, August 16th, we are nearing completion of this process—for this year. Though all of CV Drive has been dedicated to the County, they will demarcation separating the Loop Road from a private valley. With the combination of no “gate” and a chipsealed road into the Valley, there will be even less attention paid to the’ “No Through Roa ” sign. Already many residents complain of the frequent “gawkers” looking for gas, water, “the restaurant," and another way out. When in place the front entrance stopped many others who could be seen turning around and backing out near the mail boxes. of the law, such as growing small amounts of marijuana, all of their property may be seized by local police departments. Frequently the people are not even charged with any crime. People are being punished to a much greater extent than would be allowed even if they had been charged and found guilty of the crime. CV Drive from Pager to Keogh, including snow plowing. Without a noticeable front entrance our “visitation” is bound to increase. There has been some talk of Part of the legal trick being used in the forfeiture laws is to have the proceedings take place as a civil suit, rather than as a criminal case. This is done because a defendant in a criminal proceeding has substantial rights Our new Road Supervisor, John Blake, has been working almost full enhancing our present entrance by throughout the proceeding. This is not adding two more poles to each side, time on CV Drive. He has overseen such projects as culvert installations, culvert extensions, and the front gate staggered down from the inside, as seen at many ranch entrances. By being true with civil proceedings. Local police or sherrifs are able to removal, all part of readying CV Drive. entrance would help preserve the Bill Riggs, one of Castle Valley’s road crew, has been putting literally hundreds of hours into the project, primarily driving our water truck to maintain valley’s history and privacy. Adding chipseal only as far as Pace Lane this year. The County will be responsible, however, for maintaining the rest of a moist water surface at the request of the County. As a result of the above efforts, very little attention as been paid to the side roads, other than clearing fire breaksin the upper end of the Valley. We will be creating a schedule for side road grading so that all are maintained. One major change (for those of you who haven’t been to the Valley lately) is the demolition of the front entrance. The County had left CV residents the decision of whether to keep or remove the center divider and two narrow entrance lanes. If we had kept the divider the Town would have been liable for accidents occurring there. At the last Town Council meeting residents and council members were persuaded by a long-time resident that the upper cross pole was actually two pieces and, therefore, unable to stand alone without its center support. Based on this assumption the Town COuncil voted 3 to l to remove the center divider and top pole. Unprepared for contingencies (i.e. that the cross pole was, in fact, one piece) the road crew cut off the top pole and removed the center poles and information center. We now have two lone side poles more prominent the “beefed up” another top pole would be an even stronger visual message. One local contractor, in expressing his regret over the changed entrance, has offered his free help to make a new ranch style entrance. The salvaged center and top poles could be used for the staggered side pole construction. It’s possible that a telephone pole would be long enough to span the top. If there are others among you who would like to see our entrance repaired (without the center divider), please contact me. Because I also miss the front gate 1 am willing to organize the project. Call me at 259-5542 or write Box # 2806 if you would like to see the entrance repaired. Next Road Committee meeting will be August 19, 7:30 pm. at Ron Drake’s house. —Joan Sangree, Road Committee Chair initiate proceedings against a person’s property without bringing any other charges against them, then they are allowed to use the proceeds from any property (land, money, cars) that they can take from citizens. It’s actually much worse than‘l’ve just described. Since it is very expensive to hire the legal expertise to protect your seized property, many people simply give up their property without challenging the civil actions brought against them. Local police departments are able to acquire substantial assets without even the expense of actually going to court. This is a much easier way to increase police department funding than to ask the relevant political body to increasetheir budgets! The IRS has been accused of similar abuses of the legal process; The results are the same: an organizatibn has incredible powers to seize an individual’s assets without ever having to establish that individual‘s guilt. These procedures were first instituted to counteract the power of organized crime. But now, these sqarne procedures are being used against Legal Abuse and individual citizens. Castle Valley residents have been the Forfeiture Laws Some long time Castle Valley residents are snared in one of the most unjust procedures of contemporary American law. How would you feel if warned that the helicopter drug inspection overtlights will continue on an annual basis. It is foolish to be growing any illegal substances. Possibly the most serious consequence of the forfeiture laws is that marking the entrance. A number of people have expressed to me a sense of loss and regret about our new “face." The former you were to appear before a judge who could add to his court budget any fine he might levy on you? Terrifying. This is similar to the situation occurring across our country at this parts of the system, which is still entrance symbolized a part of Castle time through the use of what are called probably the best in the world.
