Show Fourth Firm Hikes Price of Newsprint Abuss Big Problem On Forest Lands forest in the country and the amount is staggering. The cost of cleaning up roadside garbage and debris in the district runs from $20,000 to $25,000 yearly. This doesn't include man hours contributed by service projects. Repairs to restrooms average $50 for materials and $60 for labor, each. Repairs on damaged signs cost from $3,000 to $4,000 each year; each barbecue grill is about $80 to replace, plus $15 to $20 labor. Garbage cans used by the forest service cost about $20 each. Mrs. Crandall pointed out that in 1977 the forest service replaced 33 garbage cans which had been stolen or destroyed. This amounted to $660 on one Officials of the Uinta National Forest are mounting a drive to make the public aware of abuses occurring on forest lands and to seek help in curbing them. Don Nebeker, forest supervisor, says these abuses are intensifying in both quantity and gravity and resulting losses cost taxpayers just under $1 million on the Uinta National Forest alone. Mr. Nebeker said the negligence includes damage from outdoor recreational vehicles, .poaching, vandalism, improper garbage disposal, and exploitation of resources without returning the land to its original con- dition. These circumstances result in taxpayers' dollars being directed toward resource repair instead of the "management of precious assets," Mr. Nebeker continued. Vera Crandall, public information officer for the Uintas, noted people are tearing up campground facilities, taking forest signs and damaging with their mountainsides vehicles. Mrs. Crandall pointed out that no one group of people is totally to blame. Instead, the damage is being caused by all types of forest users, many of whom don't stop to realize the abuse they are causing. Barbecue grills are taken home from forest campgrounds. U.S. Forest Service signs are stolen, as are the insignias from signs. Wooden parts of picnic tables and benches are broken up and used as fuel, shingles are torn off the restrooms for firewood. Mrs. Crandall said some campers and picnickers build fires on top of the picnic tables, leaving a definite scar on them, or think it fun to mar the table and bench tops by carving initials in them. Other forest visitors seem to enjoy shooting bullets through the restrooms. This is not only costly, but could be could be someone dangerous-the- re inside. People wouldn't dump garbage on their front room floor, but they see nothing wrong with leaving it wherever it is convenient for them in the forest, on the side of the road, around a camp site, over ledges or elsewhere. Everywhere except in the trash containers provided. The forest service has a "pack it in, pack it out" policy, asking forest users to dispose of their own trash by carrying it out with them, at least as far as the trash trailers, but this often is not adhered to, according to Mrs. Crandall. Offi&Vals commented that citizens are concerned with high taxes and have expressed a desire to limit government spending by limiting taxes, yet they don't seem to realize the money going to repair damage on the national forests comes out of their own pocket. As an illusion of this, forest service personnel gave some of the estimated costs of repairs on the Spanish Fork District of the Uinta National Forest alone-so- me $426,400 a year. The move by Macmillian Bloedel, which has an annual rated capacity of 1.2 million tons of newsprint, comes on the heels of similar announcements by three other producers, two in Canada and one in the United States. During the last month, Great Lakes Paper Co., Abitibi Paper Co. and its hundreds defaced replace forest is roadside camping. If forest visitors cannot locate a camping spot where they want to locate, they often go to a clearing and set up camp. The next week, someone sees the area has been used, so they use it. Soon the vegetation is completely worn away, making it unpleasant for other forest users. Mr. Nebeker said people should be aware of the damage being caused, and .hopefully, put forth an effort to prevent Cascade have announced they will raise their . "The absense of environmental ethics among a few is adversely affecting all of us," he said. "Trail systems are suffering because moneys are being expended for repairs rather than maintenance. The forest's pristine beauty is degraded by an ugly array of garbage. Many forest service man hours which should be devoted to management and civic concerns are instead being directed to restoration projects," he added. Mr. Nebeker said with the limited land available and the increasing demands being placed upon it, the need for public involvement and positive corrective response is sorely needed. "The public needs to be keenly aware of the critical, and often irrepairable, damage that is happening." Forest service officials feel it is imperative that the present trend be reversed to ensure that future generations have the opportunity to enjoy the experiences the forest offers for families, groups and individuals. "Defacing what we, all share is a reflection upon 'each of us, and the freedoms allowed us under our constitution. We appreciate the public sharing these concerns and enlist its help to work toward a solution," Mr. Nebeker said. t ' r y E78-1- 4 F78-1- 4 G78-1- 4 G78-1- S H78-1- S $2.30 $2.44 $2.62 $2.66 $2 86 Manila; Nathan Adams, Manila; Sheryl Voorhees, Pleasant Grove; Nita Killpack, J.
