According to city officials Mr. Jacobs resigned because he refused to comply with a city law stating that employees could not carry fire arms in their vehicles while working. A statement released by the city says that on March 22, Mr. Jacobs signed an agreement stating that he would not carry firearms at any time while on duty as the Animal Control Officer. Mr. Jacobs violated that statement, the statement said, by having a firearm in his vehicle belonging to Lehi City while on duty. When he was approached about carrying the gun, and told he must comply with the rule, Mr. Jacobs resigned, said the statement. City Attorney Robert Gunn said that , he was told by Mr. Jacobs that he needed to carry a gun to protect himself from local citizens who were not in favor of his work. Since Mr. Jacobs assumed his position in January there has been much controversy surrounding his work. Last month local citizens jammed city council chambers to ask that he be removed from his job. Mr. Jacobs said that the reason there was so much antagonism against him was because no one had enforced the dog control ordinance for years. Councilwoman Joann Brown said she had received many phone calls and letters from people supporting the work the dog catcher had done. "Despite the fact that he wanted to carry a gun he did an excellent job in cleaning up the dog problem that we had," said the councilwoman. Mayor Blaine Singleton said that Mr. Jacobs leaving would be a loss to the city. He said the animal control officer had done an outstanding job.
