Show Bantam Games at AF Tonite The Bantam All Star Games will be played tonight at American Fork Junior High School starting at 8:00 p.m. Teams from Lehi, American Fork and Pleasant Grove will be competing for the championship. The last game of league play will be March 6. In last Thursday's games the first contest ended with the Celtics winning from the Suns 0 score. Jeff by a scored 14 for the Suns and Steve Zimmerman hit for 23 for the Celtics. Anthony The last game of the evening was a thriller with the Lakers emerging victorious over the 2 score. Mr. Bulls by a Hustle recognition went to Kevin Tuckett of the Bulls and Mike Strong of the Lakers. Darin Clark hit for 9 for the Bulls and Brett Listen got 14 from the Lakers. Leity Club Holds m 47-4- February Meeting Recipe Exchange was held by the Leity Club for their February meeting. Favorite recipes were made up and brought by club members. A main dish of spaghetti was served. The meeting was held at the home of Lana Harmon. Assisting was Colleen Price. Games were played, including guessing cooking A Schmidt and Steve Zimmerman won Mr. Hustle awards. In the second game, the Pacers eked out a one-poivictory over the Bucks, The score was High scorer for the Bucks was Shane Wagstaff with 11 points and Haws of the Pacers hit for 10 points. Mr. Hustle awards went to Kenny Norris and Todd 27-2- 6. and terms Berry. unscrambling spices. Tin. Stars beat the Royals by a 5 score in the third game. Young, received the coveted Eagle Scout Award Sunday evening at the North Stake Court of Honor. Kyle is a freshman at the Lehi High School, where he Mark R. Webb, former Lehi man, has been elected to serve as the 1978 president of the Santa Monica Board of 37-3- Realtors. Mr. Webb, a resident of the Santa Monica Bay area for ten years, is a director on the Santa Monica Chamber of Commerce, the Rotary Club and the Santa Monica College Advisory Board. He has served on the Red Cross Board of Directors and has served as chairman of the Montana Avenue committee. The best way to do this is to live up to our religious training and good neighborly instincts, everybody buy their dog a license and confine their dogs, and if they don't know what confine means, look it up in the dictionary. AUCTION: Any place or facility where animals are regularly brought, sold or traded, except for those ENSIVG REQUIREMENTSA. Every jierson owning, any dog keeping or shall be required to obtain a don license within seven (7) days of the date of ownership unless a dog is less than six (6) months of age. A license shall be required for a dog which is over six (6) months, within the corporate limits of Lehi City. The owner shall pay, for the use of the City, an annual license fee of $5.00 for each male dog and $10.00 for each female dog. The license fee for a neutered female or male dog shall be $2.50 (a receipt showing proof of. operation shall be required to qualify as a neutured dog). A late fee of for $5.00 will be charged licenses obtained after the grace period. The due date to obtain a dog license shall be January 1st of each year with a or until grace period of March 1st. b. Upon purchasing a license or a renewal, (renewals being the same amount as the license fee) the applicant shall state his name and address, and the sex, breed and color of the licensed. Not specific dog more than two licenses or renewals shall be issued to the members of one household at fees. the c. A dog license paid in another jurisdiction shall be recognized by Lehi City for the balance of the calendar year so long as a registration fee of $2.00 is paid. d. License fee shall not be required for seeing eye or governmental police dogs, but the same shall be registered with the city notwithstanding. e. Upon acceptance of the license application and fee, Lehi City shall issue a durable tag stamped with an identifying number. The tag must be fastened to the dog's collar or harness. f. A dog must wear the identification tag at all times. g. A duplicate license may be obtained upon payment of a $2.00 replacement fee. h. Lehi City shall maintain a record of the identifying numbers of dog tags issued and make it available to the public. i. Dog tags are nontransferable, a tag must be used exclusively for the dog it was issued to. j. Failure to comply with the provisions of this section shall be unlawful and punishable as provided by Section LICENSE AND PERMIT 60-da- to-b- above-establish- ISSUANCE&REVOCATION A. Lehi City may revoke any permit or license if the person holding either one refuses or fails to comply with this ordinance or any applicable law governing the protection and keeping of animals. b. Any person whose permit or license is revoked shall, within ten ( 10) days thereafter, humanely dispose or remove from the City, all animals owned, kept or harbored by such person and no part of the permit or license fee shall be refunded. c. R shall be a condition of the issuance of any permit or license that Lehi City shall be follows: a. No kennel shall be approved in any zone in the city except RA-- IM, Al ; GCl ; b. It shall be unlawful to any person, family, partnership, or corporation to operate a kennel or other commercial animal establishment without first obtaining a permit and a business license in compliance with this section. The premises shall be inspectd by the A.C.O. to determine whether or not the establishment meets the requirements of this ordinance. He shall certify that such is the case. The said certificate shall be a condition precedent to issuance of a kennel permit or business license. This permit, along with the required business license fee, will allow the applicant to be granted a license to operate a kennel. c. Lehi City shall promulgate regulations for the issuance of permits and shall include requirements for humane care of all animals and for compliance with the provisions of this ordinance and other applicable laws, Lehi City shall amend such regulations from time to time as deeded necessary for public health and welfare and for the protection permitted to inspect all animals and the premises where animals are kept at any time and shall, if permission for such inspections is refused, revoke the permit or license of the refusing owner. d. No person who has been convicted of cruelty to animals shall be issued a permit or license to operate a commercial animal establishment. RESTRAINT: a. All dogs shall be kept under restraint. b. No owner shall fail to exercise proper care and control of his animals to prevent them from becoming a public nuisance. c. Every female dog in heat shall be confined in a building or a secure enclosure. IMPOUND AND VIOLATION NOTICE: a. Unrestrained dogs and nuisance animals shall be taken by the A.C.O. and impounded in an animal shelter. b. The owner of the impounded dog shall be notified within two (2) days, if the dog can be identified by license tags or actual knowledge. Such notice shall be accompanied by regular mailing to the last known address of the owner. C. The fee for reclaiming an impounded dog is $5.00, plus $2.00 for each day the dog has been impounded. d. In addition to or in lieu of impounding a dog found at large, the A.C.O. may issue to the known owner a notice of ordinance violations. ANIMAL CARE: a. No owner shall fail to provide his animals with sufficient good and wholesome food and water and with humane care. b. No person shall beat or otherwise abuse any animal.. c. No owner shall abandon his animal. d. Any driver of a motor vehicle who strikes a domestic animal shall stop and report the injury or death to its owner. If the owner is not known or located, the driver should report the incident to the Lehi City Police Department. e. It shall be unlawful to poison any domestic animal. No personal shall expose any known poisonous substance, whether mixed with food or not, so that it may likely be ingested by any animal. However, it shall not be unlawful for a person to expose common rat or mouse poison on his own property, provided however, that this shall not be mixed with meat or meat byproducts. FOR GUARD STANDARDS AND SENTRY DOGS: owners or trainers shall, to the other in addition requirements of this ordinance, comply with the following standards of this section. Whenever any dog is used as, or is being trained to be a guard or sentry dog: a. Register the dog as such on the license form. b. A dog in training must be confined at all times in its kennel, run or training area unless it is under leash control of its handler. A perimeter fence of at least eight (8) feet high must be installed to encircle the training and kennel area. Runs must have at least six (6) foot high fences completely surrounding them to which are to be added or the top must be completely covered. All gates and entrances to the runs, kennel and training area must be kept locked when not in use. d. When the training period for any guard or sentry dog is completed and it is actually being used as a guard or sentry dog, the above specified requirements shall continue. KENNEL REQUIREMENTS A kennel shall be considered a business. A business license shall be required for every such kennel and the proprietor shall not be required to license each dog and no kennel permit shall allow more than 20 dogs, regardless of age. The fee for this license shall be $50.00. The procedure for obtaining a kennel license shall be as 1, of animals. d. Permits shall be renewed annually and an inspection by the A.C.O. will be necessary before a renewal can be granted by Lehi City. Renewals may be applied for thirty (30) days prior to and up to sixty (60 days after the start of the calendar year. e. No kennel permit is transferable. f . Every facility regulated by ; this ordinance shall be considered a separate enterprise and requires an individual t permit. g. No fee shall be required of veterinary hospital, any animal shelter, or government-operatezoological park. All d kennels, as defined herein, shall in addition to the other requirements of this ordinance, comply with the following minimum standards of this section. Failure to meet these standards shall constitute grounds for denial or revocation of a permit, 1. Enclosures must be provided which shall allow adequate protection against weather extremes. Floors of buildings, runs and walls shall be of an appropriate material as required by the specific breed of dog and also to permit proper cleaning and disinfecting. 2. Adequate ventilation shall be maintained and an temperature provided as required by the specific breed of dog housed therein. 3. Each animal shall have sufficient space to stand up, lie down and turn around without touching the sides of tops of cages. 4. Runs shall provide an adequate exercise area and protection from the weather. 5. All animal quarters and runs are to be kept clean, dry and in a sanitary condition. 6. The food shall be free of contamination, palatable and of sufficient nutritive value as to meet the normal daily requirements for the condition and size of the animal. 7. Fresh water is to be available at all times. Water vessels shall be mounted or secured in a manner that prevents tipping and be of the removable type. ANIMAL WASTE: The owner of dog (s) or any other animals shall be responsible for the removal of any excrement deposited by his animal (s) on public walks, recreation areas or private property. KEEPING OF WILD ANIMALS: a. No person shall keep or permit to be kept on his premises any wild or vicious animal for display or for exhibition purposes, whether gratuitously or for a fee. This section shall not be construed to apply to rodeos, zoological parks, performing animal exhibitions, or circuses. b. No person shall keep or permit to be kept, any wild animal as a pet. Lehi City may, however, issue a temporary permit for the keeping, care and protection of an infant animal, native to this area, which has been deemed to be homeless. c. The city shall have power to release or order the release of any infant wild animal kept under temporary permit which is deemed capable of survival. IT UNLAWFUL BE SHALL for any owner to allow or so offer any animal to be at large upon any city street or upon any private premises without the consent of the owner of the said premises. IT SHALL BE UNLAWFUL to keep, harbor or maintain a vicious animal in the City of Lehi. IT SHALL BE UNLAWFUL for owner, person, firm or corporation to violate any of the provisions of this ordinance. IT SHALL BE UNLAWFUL for any owner to allow or so offer any animal to destroy or impair the real or personal property of another. ANY ANIMAL found to be contraventing these provisions as shall be deemed and is hereby declared to constitute a nuisance which shall be abated forthwith andwithout notice to its owner, except as is hereinafter provided. The A.C.O. is hereby authorized to enter into any premises in the City, either public or private, for the purpose of removing any animal for which is alleged to be vicious or kept in violation of this ordinance. It shall be unlawful for any person to interfer with or otherwise hamper the A.C.O. in the discharge of his duty. PERFORMING ANIMAL ., - ' J EXHIBITIONS: a. No performing animal exhibition or circus shall be permitted in which animals are induced or encouraged to perform through the use of chemical, mechanical, electrical, or manual devices in a manner which will cause, or is likely to cause, physical injury or suffering. Rodeos are excluded. b. All equipment used on a performing animal shall fit properly and be in good working condition. PENALTIES: Any person violating any provision of this chapter shall be deemed guilty of a misdemeanor and shall be punished by a fine of not more than $299.00 or six (6) months imprisonment or both such fine and imprisonment. If any violation be continuing, each day's violation shall be deemed a separate violation. CONFLICTING ORDINANCES: All other ordinances of the City of Lehi that are in conflict with this ordinance are hereby repealed to the extent of such conflict. SERVABILITY CLAUSE: If any part of this ordinance shall be held invalid, such part shall be deemed servable and the invalidity thereof not affect the remaining parts of this ordinance. The Animal Control Officer or any Lehi City Police Officer may, upon finding probably cause that a violation of this ordinance has occurred, issue a citation citing a person owing, keeping, harboring or having in charge a dog to the city court. SECTION II: In order to control the dog population of Lehi City and to protect the citizens thereof that this Ordinance should take effect upon its passage and publication. THIS ORDINANCE being immediately necessary for the preservation of the peace, health, safety and welfare of the inhabitants of Lehi City, an emergency is hereby declared, and it shall become effective and enforceable upon its posting in three public places in the city and three copies thereof have been filed with the city recorder of Lehi City.
