Participation of the residents of each cottage was the principal consideration of the judges, who visited each of the buildings to view the work of the children. Staff members were allowed to assist, but the actual construction of decorations or tree ornaments was to be the work of the children, according to Harriet Mulliner, Director of The 19 ?
