City next Saturday (July 15). In a letter sent recently to all delegates to the state convention Dr. Wilkinson announced that he decided to run after learning that Ken Garff, current committeeman, had planned not to seek the office again. Dr. Wilkinson was his party's candidate for United States Senator from Utah in 1964, and was a delegate to the Republican National Conventions in 1956, 1960, and 1968, serving twice on the Platform Committee. In his letter to the delegates he explained he decided to place his name before the state convention because: "Now that I have resigned as president of BYU, I have time to render such services. "My health is better than it has been for the last 15 years. "I have had extensive experience in Washington, and have a friendship with many senators and congressmen, and believe I could be of real service to my State and County. "Iam very much concerned the trends of government in both parties and would like to be of help in opposing the trend to the left. "I have sufficient acquaintance with prominent citizens that I believe I can enlist proper help to raise funds for the Party." In a outline of his convictions on current issues, Dr. Wilkinson stated that he opposes abolition of capital punishment for murder, highjacking, and treason, and congratulated the four justices appointed by Nixon who voted President against abolishing this punishment. He also asserted that he opposes busing to achieve integration, opposes promiscuous abortions, opposes constant deficit spending "whether it be in my party or any other," and opposes reckless pyramiding of costs of operating government and continuous increase of taxes. Charles Evans Hughes, later Chief Justice of the IT. S. Supreme Court. Later in Washington, D. In the next 20 years he gained national fame for a second career as he built BYU into the largest private university in the United States (on a basis of full-tistudents), and enrollment grew from 4,654 in 1950 to over 25,000 in 1970, accompanied by construction of over 80 major, permanent buildings. "Between 1954 and 1972, the number of states giving the responsibility, in whole or in part, to the Legislature more than doubled, while the number placing it with the Governor's appointee was reduced to fewer than half the base figure." The Foundation, Utah's private, nonprofit, public service agency, ordinarily presents factual and statistical material without making recommendations, but took a stand in the present situation because "the Foundation has consistently stood for the adoption of accepted sound principles of management in the field of public administration." Summarizing reasons for believing "that the best interests of the State would be served by approval of the proposal for a legislative auditor (an auditor of public accounts responsible to the State Legislature), the Foundation noted: L There is serious doubt that the existing office of elected classified as "minorities," beauditor is "independent" and cause all are Americans regard"responsible directly to the voless of sex, race, creed, color, ters."
