In response to a question on the pollution of the Provo River, Governor Rampton said the river is being studied along with other rivers and streams throughout the state as part of the state's attempt to control pollution. He said that there was currently no open sewage going into Utah Lake, adding, however, that it was felt that some plants did a more complete job than others. The Governor then spoke on durg abuse, stating that he questioned the validity of a recent report that 30 per cent of Utah's youths have been exposed to drug abuse. The report also said that a substantial number of these have become addicts.Gov. Rampton said he felt the report the problem although he does feel it is serious. In expressing his views on Utah's educational system, he said Utah gives a better than average education for the median student, but does not do as good a job in educating the exceptionally bright student. As evidence of this, he cited the fact that Utah has a relatively low number of National Merit Scholars. The problem, he said, is caused by a low amount of money, per pupil, to spend on education. However, the governor also noted that Utah is one of the first states in the union in the amount of money, per capita, it spends for education. The disparity is caused by having few people and large families. at Utah County Press Conference Governor Calvin L. Hampton, speaking at a press conference to which newsmen from throughout the county were invited, expressed his views on the Provo Riven breakup of freeway structure surfaces; drug abuse; gun control laws; and the effect he feared a nationwide steel strike would have on Utah. In response to a question regarding Salt Lake Police Chief Dewey Fillis' plea for a state gun control law. Gov. Rampton said he Is trying to slow down writing of a proposed law so that the emotionalism connected with the issue will die down. Noting that he had just returned from a national governor's conference in Cincinnati, the Governor went on to say that governors throughout the nation are aligned on the gun issue by region, rather than by party politics. He said that governors in the east and various heavily populated states favor strong controls while western governors Steel-worke- was not accepted by the people. In speaking of the effect of a possible steel strike, Governor Rampton expressed fear that a long strike could cause United States Steel Corp. to shut down the Geneva Plant. "The thing I fear," he said, ' is that a shut-domay cause United States Steel to reassess this plant as to whether they want to reopen here." In the event of a strike, he went on, Utah's welfare burden would increase considerably as an indirect result of the strike. This would be cause by striking steel workers displacing other men in the state's work force. Gov. Rampton noted that the steel workers are "highly qualified men who know how to work". As a result, he said, when they apply for jobs outside of the steel plant during a strike, they displace marginal workers. Speaking on the breakup of freeway structure surfaces, the governor noted that the problem is being worked on by engineers who hope they have developed a technology which will prevent breakup of newer structures. He said the problem is caused by cold air beneath the structure increasing freezing and thawing problems, and reported that most of the structures presently caus wn d" Highway Dept. Signs Interstate Lighting MainteR3r.ee Agreement Utah State Department of HighEngineer, explained that the highways and Utah Power and Light way department feels .that the advantages of the utility company's engineering experience, availability of supplies, lighting equipment, manpower and supplies of standard street light -iag systems and materials will be of greater savings to the public than if the Highway Department attempted to provide these services. Mr. Kay emphasized that other agreements will be worked out at a future date with other electric power suppliers in areas outside of those served by Utah Power and Company have signed a ten-yeagreement covering the purchase of power and for routine maintenance for street lighting on interstate highway sections. Similar agreements will be worked out with other utilities outside of those areas served by the Utah Power and Light Company. The contract is known as the "Interstate Highway Lighting Electric Service' and covers the supply of electricity and service including lamps, glass, replacement and cleaning of glass where the State Road Commission has installed lighting systems upon interstate highways. According to the agreement, the Utah Power and Light Companies will submit monthly power and light statements to the Utah State Department of Highways, setting forth the company's costs incurred in supplying, maintaining, repairing, construction and improving the lighting facilities on the highways. Costs submitted shall be subject to audit by the State Road Commission and upon request of the State Road Commission, the Utah Power and Light Company shall certify to these costs in reasonable detail supported by other data. The company shall charge 10 per cent above the costs. This agreement will become effective immediately and shall have an initial term of ten years, it shall automatically extend itself for renewal periods of five years each, unless either party gives written notice to the other at least one year in advance that it desires to cancel and terminate that agreement. Mr. and Mrs. Karl Hadfield (Renae Scott) and young daughter Carrie have returned to Lehi to make their home after four years in Blanding, Utah. They have purchased a home in Lehi and mill be in the Seventh Ward area. Mr. Hadfield, son of Mr. and Mrs. Dale Hadfield of Lehi, has been teaching Industrial Arts during the four years, and will continue in that capacity in the Jordon School District.
