TV STRATOLOUNGER Study Shows Utah Leads Nation In Support of Public Schools Utah led the nation in the effort to support the public schools last year, according to a study just completed by Utah Foundation, the private governmental research organization. The Foundation's analysis which was based on data gathered by the U.S. Office of Education, shows that the state and local revenue going for public school was 5.68 of the total personal income in the state during the 1959-6- 0 school year. This relative effort was approximately 60 . State Sales Tax Up, General Fund is Down Although sales tax collections in Utah are up nearly $300,000 during the first three months of the year with the corresponding period a year ago, the amount of sales tax revenue going into the general Fund is down by more than $750,000. According to an analysis prepared by the Utah Foundation, the private tax research organization, this seeming contradiction is explained by the fact that the 1961 Utah Legislature eaimarked 13-of all sales collections to the Uniform School Fund for state aid for public schools. Although the sales tax rate was to offset this transraised by fer, the allocation to the schools applied to one quarter's sales tax collected at the old rate of The Foundation noted that the Legislature, in final hours of the 1961 session, also increased the state sales tax rate from 2 to 2- and appropriated $4.1 million for a school building program. It was thought that the increased revenue resulting from the diversion would cover the 13 .to the School Fund and the $4.1 million appropriated for schools. One factor that was overlooked, however, according to the Utah Foundation, was the lag between the time that the sales tax is collected at the retail level and the time that it is reported to the State. Most of the sales tax collections reported to the State Tax Commission during the period July through September of 1961, for example, reflects retail sales made during the April-Jun-e state period when the 2 sales tax rate was still in effect. diversion As a result, the 13 of sales tax revenue to the school fund reduced the revenue to the General Fund since the first quarter collections did not reflect the higher sales tax rate. Total sales collection in the July- - September period amounted to $7,652,433 In I960 and $7,851,- 020 In 1961. The study notes that the state and local effort to support the public schools in the Western States is generally greater than it is for other sections of the nation. Last year, for example, state and local revenue as a percentage of personal income averaged 4.44 in the eight Mountain States and 4.26 in the eleven Western States. Another point revealed by the report is that the proportion of public school revenue coming from state sources is slightly greater in Utah than for the nation as a whole. State revenue made up 44.9 of all public school revenue in Utah, compared with 40.4 for the rest of the nation. Foundation analysts also note that nearly all of the state aid for schools in Utah is distributed by means of equalization formulas. Last year 97.3 of the $40.3 mil lion in state aid for local schools was distributed on the basis of 2.7 being allocated through flat of all grants. Nationally, 58.2 state aid was allocated through equalization grants with 41.8 distributed through flat grants.
