The State Legislature last year, after much study, passed a law allowing a sanitation district to be created which may include several municipalities and rural areas. A tax on a county-wid- e basis could then be levied to help defray the costs. The proposed district here in Utah County will handle sewage basis. disposal on a county-wid- e The ditsrict, as proposed is to be board, governed by a county-wid- e one from each incorporated area and five from the unincorporated areas in the county. The State law sets the legal tax limit at four mills, but consulting engineers are sure that the one-mi- ll levy plus a connection charge for sewers, as pro posed in the order creating the district, will be sufficient. It would take the action of the majority of the board of twenty- one to change the one-mi- ll levy to a higher rate, and since twelve of the twenty-on- e votes come from smaller areas and the unincorporated area of the County, it is hardly likely that a majority of the board would vote to increase the mill levy. The Farm Bureau of the County says it sees no reason why farmers should help the cities handle their sewage disposal problem. The members of the Farm Bureau should realize that the cities have been paying a two-mi- ll levy to the county highway fund to build and improve the roads in the unincorporated areas for years. The farms, ranches ( livestock, etc., in the unincorporated areas of the county pay less than twenty percent of the money spent for county roads. The cities under the county-wid- e plan will still have to pay the lion's share of the sewage bill. Less than four percent of the cost of the treatment plants will come from the farms, ranches, livestock, etc., outside city limits. A one-mi- ll levy will bring approximately $90,000 per year with the cities that will participate paying the following amounts on a one-mi- ll levy: .......... Mayor Gillman proposes delaying any action and suggests pri mary disposal units which are de signed only to remove solids not to kill ay bacteria or purify any water. The Utah State Health Commission reports that the bacteria count is higher in the sewage coming out of Orem s septic tank than when it goes in. They also report that dyes placed in cess pools throughout the city show in wells in Vineyard and Lake View areas. The proposed district is based on the reports and recommendations of competent engineers. It is one way for the county, as a whole, to benefit with the county in its entirety being represented on the board.
