In all states, voters to exercise the privilege of voting and having a part in government "of, for and by the people," must register. In a number of states the prescribed methods of registering is much easier than in others, but in all states illegal registration is possible and is practiced to some extent. At an election in Chicago a few years ago a group of young business men, headed by Henry Pope, Jr., undertook the task of checking the registrations in what are known as the four river wards. One or more of that group personally checked every registrant. They called at the address given often It proved to be a factory or warehouse, and in many others the registrant was questioned as to his American citizenship, how long be had lived at the address, and other questions that would prove the legality of his registration.
