A copy of this plan is being sent to each of these persons. The boys of each troop will be asked to bring the display material into the troop where the best articles will be selected. This best material will then be gathered together at some central place in the district, and the best material from the whole will then be decided upon and displayed, if possible at some centrally located place on Sunday, September 17, if the District so desires. In many communities this procedure would be a means of helping develop civic community spirit.
