In the past few years, the students have paid increasingly more in tuition and special fees. Instead of helping the students by increasing spending on higher education, or at least keeping it the same, the Legislature has decreased its financial support. If the students try to make up for the money the Legislature cut back on, it would send it the message that if the budget needs to be trimmed higher education is the place to go because students will make up what it cuts out. 3.
