This action must follow a prescribed process which gives historical preservation groups five months to evaluate the situation. If nothing is done h after the period, the owner is legally free to" destroy the house. Part of the above process involves the Landmark Committee's ruling on the value of the house to the community heritage. Of course, the Landmark Committee issued an immediate negative reply to the fire hazard permit, but this move has no real legal clout. Coan has said, however, that he is willing to delay action on thcjirmit until the regular budget session of the legislature meets January, 1978. While this may take some of the pressure off the governor, who has incidentally made statements in support of the purchase in the past, some legislators feel recognition of the purchase must take place during this special session in order that a precedent be set favorable to the acquisition of the house. The question of necessity and economic feasibility of the purchase must, in the long run, take priority over the" emotional aspects of this situation. Some facts are in favor of the buy, but many are not. For instance, factors on the pro side are: the house is a protected landmark; the French Victorian impression of the architectural style is achieved through an ingeniously crafted cement plaster exterior finish scored to resemble stonework. Inside the house are extensive examples of another unique art form hand-carve- d pine woodwork grained to imitate natural woods like oak, mahogany or birdseye maple. Wallpaper in the d front stair hall and the first floor corridor has been to look like oak, and a fair amount of it is still intact. Restoration architects Robert Bliss, dean of the University School of Architecture, and Steven Baird, known for his work on the ZCMI storefront restoration project, claim the house to be structurally sound 'and have made public statements . attesting to that fact. for Act (1966) was Preservation Historic The National Trust invoked during the Bicentennial to save and restore 55 historic sites under the stipulation that they be used for viable community purposes. Each state submitted an entry; Utah selected the Devereaux House as its candidate stating it to be the under the following criteria: Listed on the National Register of Historic Sites. During the years of its glory, the house was the only structure of importance west of Temple Square. Its present proximity with the historic Union Pacific district Pailroad Depot, Pioneer Park and the gives the house and grounds commercial potential that cannot be ignored. A proposal to include the house as an intregal and important part of the Boulevard of the Arts concept has been effectively scratched since the defeat of HB 51. Subsequent failures to save the mansion only increase the intensity of the movement by preservationists to salvage the house. Raye Graham, director of development for the Utah Heritage Foundation, said that with the advent of AMTRAK, the railroad company will be putting thousands of dollars into the upgrading of the old depot and having the Devereaux ete with formal House restored to its original be dollars to gardens-wou- ld spent in a encourage tourist section of the city long ignored. One proposal is to move the current offices of the Utah State Historical Society to the Devereaux House.
