During those ten years, many arguments for and against the death penalty have been presented, and the Supreme Court has handed down several rulings narrowing it's application and tea nig it s future uncertain. SOME CRITICS of capital punishment suggest it has been unfairly applied to certain minorities. Some attorneys have gone so far to suggest that since a higher percent of blacks commit murder, the death penalty for every murderer would be violating the blacks civil rights. While it's likely true that this punishment has not always been fairly administered, that is not justification for it's total elimination only for greater safeguards. Recently at Corinne School the PTA and other volunteer help constructed a playground with large truck and tractor tires and utility poles cut at different lengths and secured in the ground in clusters. A local resident volunteered his time to design the layout. Previously, the Corinne School playground had only a set of monkey bars and six swings. Youngsters had to stand in line waiting a turn. Thanks to the concern and effort of local people the children now have a place to "do their own time in the elementary schools. They spend time meeting the needs of the children individual through In a world where issues always need discussion and causes must be pursued there is a certain group of people that always lend their support and carry the banners. These are America's volunteers, 37 million strong, according to a recent census study. In education alone, the scope of volunteer activity is tremendous. The National School Volunteer Program estimates that over 1,000,000 people are responding to the needs of young people. The students themselves, are volunteering in record numbers. Within our own county students from the high school volunteer Letters tutoring, correcting papers, preparing teaching materials and freeing the teacher to give more time to the students. Parents are among the throngs that devote time to the educational needs of their children. It would not be an uncommon experience to go into any of our schools in the District and see volunteers as part of the bookmobile program, working in the libraries, accompanying children singing, listening to them read or telling the children about their occupation or of travels to foreign countries. School volunteers are men and women of all ages and walks of life who are willing to - To - Wildlife officer Ken Kimber of Snowville was in 's office the other day and related an incident which he considers the highlight of this year as far as his work goes. It seems he was assigned to police the swan hunt at Ogden Bay. "This particular day the swans really came over," Kimber said, "real low, hundreds of them." Kimber said in the ensuing shooting he saw quite a few men down a bird, pick it up and take off, presumably because they had no permit. He had his hands full issuing tickets to the violators he could get to. Kimber said there was a party of six hunters nearby, all with shotguns, but when the swans came in only two two birds. The officer walked over took shots-getti- ng to check them out and found out they were all dumb-unato speak. "We wrote notes back and forth to communicate," he recalled. It turned out that only the two who had taken shots had swan permits. Kimber, who sees more unsportsmanlike sportsmen than he cares to admit, came away quite impressed. "These handicapped fellows showed more sportsmanship" than all the other hunters combined. It just goes to show you that you can be dumb without being stupid. Star-Gazer- thing." Members of a community are a rich resource for enriching classroom activities and inspiring children with a desire to learn and become involved. Some school districts have implemented school resource programs to promote more interaction between the school and the community. It may involve such experiences as field trips to various businesses and public service agencies, the courtroom for a mock trial, having the County Agent teach methods of planting, or a vicarious visit to a foreign country through the slides of a foreign traveler. Many small children must pass in front of and through this caravan on their way to Primary and home almost daily. After one child was almost hit, the PTA asked us to please do something about it. We then met with the Mayor, members of the City Council and the Police Department. It was their recommendation that we erect some signs to discourage the motorcade.
