On the first council meeting in January 1975 the City council met with Mr. Rex Reeder of The Utah State will Dear Editor and Concerned Citizens; In a recent issue of the Leader you expressed your desire to have some questions answered in reguards to the hiring of a Garland City police officer. The Garland City council meets on the first and third Tuesday of each month at 7:30 p.m. in an area without doors and with chairs for any citizen wishing to ask questions anything connected with conducting city business. However since there is no signature on your letter I try to answer Employment Security Commission. Mr. Reeder informed the council that federal funds administered by the state were available to pay a police officer's salary for one year. In order to qualify an applicant must have been unemployed for 30 days. It was decided by the council to hold the out 1975 job open tor six weeks in order to try to find someone from Garland that could qualify. After 6 weeks if no one In Garland could gual-i- fy Mr. Reeder would provide us with a qualified applicant. I notified Chief Mark Spence to start taking applications and to notify the 18 member fire department also Mayor Hales requested the Bishops of both wards to find out if anyone that could qualify was interested. From the amount of calls I received and the talk around town I find it hard to believe as you have tried to lead people to believe that citizens did not know about the job. You must understand that Utah State laws are very rigid in the selection and qualification of police officers. A few examples are: high school education, attend a 40 hour training school, work with a qualified officer for a specified no. of hours. Complete an 8 week training course at Utah police acad-am- y. Acadamy has a ten months waiting list sometimes. The above must be done before an inexperienced police can make an arrest or carry a gun. 7vo Dear Afltond U. In regards to salarys paid Chief Spence, reserve officers (all part time) and the fire dept. we pay all the money the citizens have put in the fund to pay them with, which is about 1- -3 enough and by the way they all are paid more than the $135 per year that councilman are paid. Emergency calls are by Chief Spence to cover 24 hours per day. The new officer was requested to move to Garland as soon as he can find a house for his family. Applicants that were not interviewed was because the references given on applications were negative The hired was interofficer viewed by me and Mr. Rex Reeder. You say you understand applicants were not interviewed. I don't believe you understand anything about the matter, or want to understand. If so you would call me or any member of the council and give your name and discuss your problem. You asked if the city council were doing their job. If you can prove to me that the Council has not acted in the best interest of the majority of the citizens of Garland please send salt and pepper with my crow. You see, in just ten years the demand for electric power has doubled in Utah Power's service area. And, if Utah Power is to meet the level of demands estimated for 1978, they will need close to a billion dollars for new plant construction. And, since you're a customer, you have a right to know that the money to build the new plants Utah Power & Light customers will need comes from investors, not rate payers, and that investors expect a reasonable profit on their investment. |
