Johnston is the new District Superintendent of Cutler plant, Utah Power and Light in Wheelon. He has been appointed to fill the vacancy after the retirement of Lester Fronk. Mr. Johnston has had an excellent service record in the communities and with the com pany, coming here from Grace, Ida., where he was assistant district supervisor. He has been actively engaged in the scouting program, having served as a council mem ber of the Tendoy Council, a representative on the National Council for 11 years, and is a holder of the coveted Silver Beaver Award. He was recent' ly named district commissioner at the annual meeting of the Golden Spike District. He was also a stake board member of the YMMIA in Bannock and Bear Lake Stakes. Mrs. Johnston is a talented musicion, serving as choral director on Primary stake boards in .three stakes, and as Sunday School organist for 23 years. Her other church activi ties include musical director and activity counselor in wards and MIA organizations, as well as in Relief Society and Sing ing Mothers groups. This missile development has created an economic boom as well as a population explosion in the Tremonton-Garlan- d area. For example, Thiokol employ-ha- s more than quadrupled since in1958, and allready has creased more than 500 employees since the end of 1961. The rapid influx of people and increased property values will continue for some time to come. The overall result has been a critical need for rapid expansion of school facilities, housing areas, business capabilities, local utilities, and the highway system. (It is the highway system that I wih to call to your attention at this time.) Prior to the above noted expansion, the existing network of roads was barely adequate. Now there is an extremely critical highway problem to be resolved. Highways that were adequate five years ago can no longer safely accommodate the increased traffic. The February 1961 state traffic survey showed that 2,770 vehicles traveled to Thiokol daily with an average occupancy of 3.9 persons. Of this total, 1,037 were from Cache County, Southern Idaho, and Northern Box Elder Coun ty. New employment figures have likely boosted this total well beyond 1,250 vehicles daily (approximately 40 per cent of Thiokol employees live in this area). The county road traveled by these 1,250 vehicles is poorly constructed, very rough, and has eight 90 degree turns between Tremonton and the junction with the new road (Highway 83). (My dear Governor, I ask a question.
