These provide for a park system along the picturesque Potomac and the beautilicatlon of both sides that will be a credit not only to Washington but to the nation. In the opinion of Kngineer Commissioner Major W. V. Judson, U. S. A., Washington's river front "would be a disgrace to a small town," and, remarking recently on the present condition of the Potomac's banks, the commissioner added that "altogether, the spectacle on the river is one which, to a person acquainted with the trim and often elegant quays of the capitals of Kurope, can not fail to arouse some measure of surprise." S. L. TIME TABLE. MALAD VALLEY Commissioner Judson's plans in elude the building of stone or concrete docks in place of the wooden struc tures and shanties that now mark the busiest part of town. It is proposed in time to have a splendid driveway and promenade, a scheme which, it is believed, will lead to the extension oi the city to the other side of the Potomac. There is to be built a recroa tion pier where the fish wharves now are. Potomac park itself was established upon the flats, the elevation being made with the mud and clay dredged from the river when the channel was deepened. This park is only the beginning, and similar recreation places will be established along the river front now available for commercial purposes. Along the upper Potomac, too, it is proposed to make parks. In the extensive river park system contemplated provision will be madt for the benefit of Georgetown and East Washington will have great driveways and promenades. It has discovered that so far as it is concerned the business men of Washington are frigid and dis tant. Not a letter, not even a postal card has been written to district ofticials in its behalf. Commissioner Macfarland has deter-mined to reply to the National Daytight Association of Cincinnati that he does not consider it advisable to sug gest as the association desired the adoption of a law here, similar to the Cincinnati ordinance, for "more day light." He will state that the expres sion of public opinion made in response to his request is not favorable to such action. It was distinctly understood, however, that the use of the term should be allowed without question when employed by medical milk commissions organized to influence dairy work for clinical purposes. Certified milk, then, in the strict sense of the term, is milk produced under a legal contract between a medical milk commission and a dairyman and which conforms to the requirements. It may he said further that milk entitled to be certified is clean and wholesome, and is obtained from healthy cows which are kept in sanitary quarters, fed wholesome food and given pure water. It is drawn from clean cows by clean, healthy attendants into clean receptacles and in a clean atmosphere. II is handled in a clean manner, cooled quickly, put into sterile vessels, placed in cold storage and iced in transportation when necessary. After being drawn the milk is ta ken immediately to a separate room, where It is strained iVito a can through a double thickness of cheese cloth (a separate strainer being used for each pail of milki. It is then taken immediately to the bottling room, when1 usually it is cooled to a temperature as low as 45 to 50 degrees Fahrenheit, and in some cases as low-a38 degrees Fahrenheit. In a majority of the dairies a cooler of some description is used: in a few, however, the milk is strained into cans standing in ice water.
