The purpose of the assessment and levy is to pay those costs of the proposed Improvements and Site Specific Improvements which the City will not assume and pay. The method of assessment shall be as set forth hereinabove. The assessments may be paid by property owners in ten (10) annual principal installments with interest on the unpaid balance at a rate or rates fixed by the Council, or the whole or any part of the assessment may be paid without interest within twenty-fiv- e (25) days after the ordinance levying the assessment becomes effective. The assessments shall be levied according to the benefits to be derived by each property within the Area. Estimated costs of Improvements include estimated overhead costs which the City projects to incur in the creation and administration of the Area. The property owners' portion of the total estimated costs of the Improvements and Site Specific Improvements may be financed during the construction period by the use of interim warrants or bond anticipation notes. The interest on said warrants or notes, if issued, will be assessed to the property owners. In lieu of utilizing a guaran-- . ty fund, the City proposes to create a special reserve fund to secure payment of the special assessment bonds (the "Bonds") to be issued by the City to finance the proposed Improvements and Site Specific The reserve Improvements. fund will be initially funded with funds of the City in an amount equal to approximately Ten percent (10 of the principal amount of Bonds anticipated to be issued. Said reserve fund will be returned to the City upon retirement of the Bonds. In addition, estimated costs of Improvements include estimated overhead costs which the City projects to incur in the designation and administration of the Area. The estimated cost of Improvements to be assessed against the benefited properties within the Area is $1 ,883.77 per ERU. The estimated cost of Site Specific Improvements to be assessed against the benefited properties within the Area is $2,038.33 per Unit as described above. The City Engineer has prepared a "Certificate of Project Engineer" which, among other things, identifies the costs of the .proposed Improvements. Protests shall be filed with the City Recorder of Beaver City, Utah, on or before 5:00 p.m. on December 20, 2007. Thereafter at 7:00 p.m. on December 20, 2007, the Council will meet in public meeting at the City offices at the 60 West Center in Beaver City, Utah, to consider all protests so filed and hear all objections relating to the proposed Area and the proposed Improvements.
