UC 1998 City Council Minutes The Beaver City Council in regular session of the Beaver City Council on July 7, 1998 at 4:00p.m. with the following members of the Council present: Mayor James E. Robinson; Council Members Ron Bird, Mike Dalton, Ann Marshal. Council Member Joseph White was absent and excused until 7p.m.. Council Member Les Williams was absent and excused. Also present City Recorder Hal Lessing and City Manager Steve Atkin. Council Member Bird moved, Council Member Dalton seconded, Beaver City Council approve the minutes of the June 16, 1998 City Council Meeting as read and written. All voted in favor of the motion. The City Council reviewed the bills. After review it was the consensus of the council the bills be approved for payment. The City Recorder reported that Utah Power and Light has decided to pay the back energy tax and not charge the customers. Val Smith met with the City met Council and requested"a'cf6.na-- v tion of $200.00 to help defray the cost of the Search and Rescue annual bicycle race. Mr. Smith requested the help of the City crew and equipment at the Beaver County Tushar Campground. It was the consensus of the Council, Beaver City donate $200.00 to the Beaver County Search and Rescue. The City Crew will help at the Tushar Campground to move three hydrants. The City Council reviewed the property lease. After review, Council Member Bird moved, Council Member Dalton seconded, Beaver City Council authorize Mayor Robinson to sign the property lease. All voted in favor of the motion. The City Council reviewed bid summary for pumping equipment at the new City Well. After review of the bids Council Member Bird moved, Council Member Marshall seconded, Beaver City Council authorize Mayor Robinson to sign a contract with Delco Western for pumping equipment when the contract is prepared. The specifications shall be changed to oil ' lube if the State will allow. All voted in favor of the motion. Mr. Doug Carriger of Beaver County met with the City Council and discussed roads at the City Industrial Park and Beaver County Public Safety Facility. After discussion it was the consensus of the Council an easement to provide rear access shall be prepared for review and approval of the Council. The County requested that the frontage road to the Beaver County Public Safety Facility be named Dale Nelson Drive. It was the consensus of the Council this would be possible. The road shall be named and also addressed. Dennis Mr. Heber Gurr, Johnson, and Ron met with the City Council and informed the Council of changes that are taking place within the communication areas. The FCC is taking from the away channel 60-6- 9 TV network. A statewide plan needs to be adopted to deal with the cost and coordinate the channels. After review it was the consensus of the Council that Beaver City is in favor of the proposed statewide plan and Mayor Robinson be authorized to write a letter to Governor Leavitt requesting help with the program. Mayor Robinson introduced and read in full the equipment lease purchase agreement with Utah Independent Bank. After review of the lease Council Member Bird moved, Council Member Dalton seconded, Beaver City Council authorize Mayor Robinson and Recorder Lessing to sign the resolution and all necessary documentation. Leo G. Kanell was authorized to act as Beaver City attorney in this matter. All voted in favor of the motion. The City Council recessed from 6:00 to 7:00p.m.. Council Member White arrived at this time. Street vacate 200 West and 300 South. It was ordered that the deeds deeding a portion of the roadway to abutting property owners be prepared. An ordinance shall be prepared vacating the property. After preparation of the ordinance and deeds they shall be presented back to the Council for approval. It was the consensus of the City Council Mayor Robinson be authorized to sign Wilco Final pay request for the freeway boring in the amount of $29,81 8.00. No further business being presented before the City Council, the meeting adjourned at 8:00p.m.. County Commissioners Minutes The Board of County Commissioners met on July 6, 1998 at 10:00 am. for its regularly scheduled meeting. Those present were Chad W. Johnson, Chairman; Richard W. Rollins, Ross Member; Marshall, Member; Doug Carriger, Administrative Assistant and Paul B. Barton, Clerk. It was moved by Comm. Rollins to have the chair automatically passed between members on all motions for this meeting. The chair was passed to Comm. Rollins and Comm. Johnson seconded the motion. The chair was passed back to Comm. Johnson. All voted in favor of the motion. Minutes of the June 1 , 1 998 It was meeting were read. moved by Comm. Rollins, seconded by Comm. Johnson and unanimously passed to approve the minutes. Dennis Heber Gurr, Johnson and Ron Titcomb met with the Board to discuss a change in the statewide television network. It was the concensus of the Board to support the Utah TV Translator Master Plan. Betty Miller met with the Board to request the Board offer any used office furniture to the Travel Council for use in the new Beaver Visitor's Center. The matter was referred to the Clerk for action. Ms. Miller recommended that John Carter and Vickie Carter be appointed to the Travel Council. It was moved by Comm. Rollins to make the appointments. The motion was held until Comm. Marshall could be contacted for a second. Comm. Johnson abstained from voting. The county purchasing policy was reviewed. The Clerk will take up the issue with the . department heads. Bids for used chain-lin- k fencing material were reviewed. It was moved by Comm. Rollins, seconded by Comm. Johnson and unanimously "'approved to accept the bid from Sheb Yardley at the rate of $1 .50 per linear foot. It was moved by Comm. Rollins, seconded by Comm. Johnson and unanimously approved to donate library books and fixed assets to Minersville Town and Milford City and remove all items from the County fixed asset list. The county policy on vending machines in county owned buildings was discussed. After considerable discussion, it was moved by Comm. Rollins, seconded by Comm. Johnson and unanimously approved to not allow vending machines in any public areas. Machines in employee areas will be handled through the purchasing agent. Tristan DeMille, from Jones & DeMille engineering met with the Board to discuss road plans in the county. Road projects in the western part of the Milford valley were discussed. The matter was referred to Mr. Carriger and Mr. DeMille for preparation of the presentation to the State Transportation Commission. It was moved by Comm. Rollins, seconded by Comm. Johnson and unanimously approved to adopt Resolution No. 98- - A Resolution Approving Participation in the Indigent Capital Defense Trust Fund. It was moved by Comm. Rollins, seconded by Comm.
