"I am pleased to announce the appointment of James Harvey who will help ensure that USDA is customer-friendly and responsive to the needs of all resident ofUtah. Our aim is to make sure that we cut red tape and that taxpayers' money is spent to serve communities and not preserve bureaucracy," Espy said. Prior to accepting a position with FmHA, Harvey was Director of the State Emergency Response Plan for Utah's Division of Comprehensive Emergency Management. Prior to that he was the National Flood Insurance Coordinator for Utah. Harvey worked twelve years with Utah's Soil Conservation Commission, coordinating watershed developments in Richfield, Salina, Emery, Tickville, Manti, and Moab. He is a life long Idaho member of the Farmers Union, and served as a member of it's Board of Directors for 10 years. He graduated from Brigham Young University with a bachelor's degree in horticulture and is with his brothers of a 400 acre farm raising fruit, hay and grain. A native of Pleasant Grove, Utah, Harvey and his wife Barbara have four grown children. As Farmers Home Administration State Director, Harvey is responsible for FmHA's family farmer and rural housing loan and grant programs in Utah. "The call from President Clinton and Vice President Gore to make government more productive will be seen at all levels of the USDA," Espy said. "I am optimistic that, with the new leadership at the state levels, those who rely on USDA agencies and their programs will see a real change for the better."
