The Beaver City Council met in regular session on September 8, 1 993 at 4:00 P. M. with the following members present: Mayor Robert H. Lee; Council-membeJames Robinson, Paul Anderson, Robin Bradshaw, Mike Dalton, and Les Williams. Also present City Recorder Hal Lessing. City Manager Steve Atkin absent and excused. The City Council reviewed the minutes of August 17, 1993 Council Meeting. After review, Councilman Anderson moved, Williams seconded, the minutes be approved with the correction of City will provide asphalt on the North side of the Low Hotel Laundromat. All voted in favor of the motion. It was noted by Councilman Bradshaw that at the last City Council meeting he was in favor and supported further studies on the impacts of Wendy's proposed septic tank sysrs tem. Bills were presented for payment. After review, Councilman Anderson moved, Dalton seconded, the bills be approved for payment. Councilman Dalton moved, Anderson seconded, the City Council move into executive session at 4:35 P.M. to discuss labor negotiations andtheCityBuildingDepartment. The City Council moved out of executive session at 5:20 P.M. The City Library Board met with the City Council and discussed part-tim- e help at the City Library. After discussion, Councilman Anderson moved, Dalton seconded, Beaver City advertise for a part-tim- e Library Aide at the City Library. Beaver City will be making budget amendments to allow for the additional salary cost. The salary will be negotiated at the time of hiring. The existing temporary aide may continue on a temporary basis until the permanent aide is hired. A copy of the advertisement for help is attached hereto as Exhibit All voted in favor of the motion. No bids were obtained for installation of sidewalks. The matter was to be placed on the next City Council agenda to discuss with City Manager Atkin. The City Council discussed hiroffice help at the City of ing part-tim- e Office. After discussion, it was the consensus of the City Council that e Beaver City hire Gail Harris as clerical help at the City office. Mrs. Harris will start work approximately October 1,1993. Hours shall be determined by the city office staff. Rate per hour shall be $6.00. Benefits shall include Utah State Retirement, SEPIRA and Social Security. No health benefits will be made available at this time. Mrs. Harris will be working approximately 20 hours per week, and will be on the standard part-tim- probationary period. Councilman Bradshaw moved, Williams seconded, the City Council approve Change Order No. 3 on the Library Addition to Riley Construction in the amount of $931.33. The Change Order is for the change to aluminum framed windows. The City Council approve Riley Pay Request No. 4 in the amount of $22,364.00. A copy of the Pay Request and Change Order is attached hereto as Exhibit All voted in favor of the motion. It was the consensus of the City Council that Beaver City use the same election judges as the County used in the last election. If not available then appoint as necessary. The City Council recesses until 7:30P.M The City Council reviewed the recommendations of the Planning and Zoning Commission, attached hereto recommending as Exhibit Use Permit Conditional a of approval to allow the building of Mike Riley's office building. Mr. Riley met with the City Council and stated he would like to make Riverside Lane, which is located on the south of his property, a full width city street. Mr. Riley is will ing to deed to the City necessary property to make the lane a full 56 feet wide. After discussion, Councilman Bradshaw moved, Dalton seconded, the City Council approve Mr. Riley's Conditional Use Permit, in compliance with the recommendations of the Planning Commission, at 575 South Main on a continuous basis with no annual review being required. Areport of Criminal Mischief in which a window was broken at Southwest Utah Mental Health Office, is under investigation. Theft of a mountain bike valued at about $500.00 was reported in Beaver. After review of the recommendations, it was the consensus of the City Council that Mr. Leight's application be referred to the Board of Adjustment with a letter coming from Beaver City to the Board of Adjustment recommending approval of the variance with specific conditions. -- The City Council discussed prepayment of Beaver City's Hydro No.3 electrical revenue bonds. The City Recorder presented a financial report on Beaver City's financial condition and future projects facing Beaver City. After review, Councilman Dalton moved, Bradshaw seconded, Beaver City notify four $75,000.00 issueswith maturity ranging from 200 1 to 2004. The total amount of bond early payment shall be $300,000.00. The total savings to Beaver City in interest payments over the length of the prepaid bonds is $167,175.00. By prepaying the bonds, Hydro No. 3 power plant will be paid for in its entirety in the year 2000. The of the bonds in interest savings will help Beaver City to maintain its present low cost per kilowatt hour of electricity. Mr. Brown shall be given a vote of thanks for his work on the Board of Adjustment and for his present work as Chairman of the Planning and Zoning Commission. Burton Myers shall be appointed to the Board of Adjustment to take Mr. Brown's place. All voted in favor of the motion. The City Council reviewed a Noise Control Ordinance. After review of the ordinance, the ordinance was tabled for further review. It was the unanimous consensus of the City Council that Beaver City adopt a resolution against sweeping range cost increases by the Federal government. It was the consensus of the City Council that Beaver City authorize Mayor Lee to send a letter to ComNet committing Beaver City's support and building space to the ComNet project. TheOld Courthouse was renovated, restored and beautified; the courtroom, the Judge's office, both restrooms, and the County Clerk's office. Development of Beaver Civic Arts and Courthouse Theatre was made possible by grants from the Utah Arts Council, National Endowment for the Arts, and Beaver County. The Dungeon of Arts was developed in three rooms of the courthouse jail, in the basement of the 1 beautiful structure, and housed exhibits of local and state interest for ten seasons. Twenty-tw- o productions of professional standards have been preaudisented to standing-room-onl- y in the ences courtroom. In 1 986 the Theatre was permanently moved across the street to the Opera House Civic Center. Twenty-si- x productions have been presented on a STAGE with a CURTAIN and AIRCONDITIONING. In 1978, the ladies barbershop chorus, "The Delano Di amonds," was founded and organized by Nell Smith with Hal Hickman coaching and directing. For twelve memorable and wonderful years these dedicated ladies met every Wednesday at 5:00 under the direction of Ruth Crook. The camaraderie and love that developed from this experience can never be duplicated or equalled. Several competing quartets came of the Delano Diamonds Chorus. For 12 years they performed freely when asked in addition to a Spring Concert with Intermountain Guest Artists, and an annual "Our Joyous Gift of Love" Christmas Concert. gust 8, 1993 Congressman Jim Hansen sent a letter to Chairman Bruce Vento, cosigned by 10 Democrat and Republican colleagues asking for hearings on the proposed Clinton grazing reforms. The Clinton Administration released its proposed rangeland reform package in August. The proposal looks to radically change present grazing fee policy by substantially' increasing the grazing fee, doing away with the Grazing Advisory Boards, and detrimentally alter life on the western range. The new policy would raise the monthly fee for grazing a cow, calf or sheep on federal lands from $ 1 .86 per animal unit month to $4.28. "This policy is misguided, and will prove to be very hurtful to the western economy and environment. Instead of reform, we are looking at a policy that will likely drive livestock off of the public range and depress an industry," Hansen stated. Congressman Hansen feels that hearings on this drastic change in policy will help show the harmful effects of the Clinton plan. The letter states, "the Clinton Administration's sweeping proposal changing the federal policy for grazing on public lands announced Monday, August 9, will have a significant impact on the economy of the western United States and the ecosystems of our public lands. "I hope that we will be afforded the opportunity to have proper hearings on a policy that is potentially devastating. The controversial nature of this issue requires that Congress hold oversight hearings to examine the potential impact that this sweeping proposal will have on the western United States," Hansen y hf Jl'vf roses for fifteen years. Many Salute to Youth nights featuring local artists and musicians. We could do further research and compute the number of fledgling actors and actresses, directors and accompanists, behind the scene workers and audience members, and we could come up with an astounding figure of the lives that have been touched behind and in front of the stage lights. The following list will be of interest to those who wonder how we handle the ticket sales and who have done it so efficiently and without a public "thanks" for 12 years. Without Clair and Merrill and Hi and all of the employees of "Lee's" this great community effort would not have been possible.
