Sincerely, Republican County Officers fV J- - f Rustling has Become Problem Division of Wildlife Resources law enforcement personnel recently attended a training conference presented by the Utah Peace Officers Livestock Association. According to Clair Davis, the Division's law enforcement officer in Vernal, the purpose of the meeting was to inform peace officers in Utah of the increasing livestock rustling activity and to techteach new investigation niques to combat the crime. According to Dr. Robert L. Poulson, director of Animal Identification and Protection for the state of Utah, livestock rustling is increasing. Only with the cooperation of all law enforcement he says, will the agencies, problem be reduced. Livestock are often left uncon-fineand checking may occur This, says only occasionally. Poulson, contributes to the problem. Davis said the conference will help Division officers deal with the probelm. The conference included discussions on animal identification, investigation tech. niques, prevention programs, brand inspections and general information on how ranchers can protect their own interests. Governor Scott M. Matheson expressed his concern about livestock theft and enlisted the cooperation of all law enforcement agencies in the state to help with the situation. If a rancher suspects a rustling problem, the Division urges that he contact any state peace officer as soon as possible. In this way, a proper investigation can be con- ducted. Livestock and Range Conditions: Livestock was in generally good condition with most herds and flocks recovered from the severe winter. Accumulated amounts of moisture were extremely -ranging from little or none, to locally moderate, to heavy accumulations. Local snowfall was reported in the extreme north central section of the State. This snow was the latest measurable of record in Cache Valley. The cold temperatures following the snowstorm caused light damage to corn & hay crops in some areas of northwestern Utah and caused spotty damage to sensitive garden crops such as tomatoes, peppers, string beans, etc. Average temperatures for the week snowed a marked cooling trend ranging between 5 degrees below normal at Garland to two degrees ' above normal at Manila. A locally heavy hailstorm in the North Ogden area followed a track one mile wide and nearly 10 miles long. The storm was accompanied by hailstorm nearly the size of a quarter and very strong damaging winds. Spring Planted Small Grains: Cool temperatures have slowed growth of spring planted small grains but most grains were in good condition.
