Miners and prospectors also would be required to post a minimum bond of $2,000 to Insure the restoration work. At present, prospectors and miners may bulldoze an area to explore for near surface mineral deposits or leave mine spoils, or tailing piles where they could runoff into streams or lakes. The Department has control over access roads to prospecting and mining sites, but can only try to persuade miners to take steps to protect the environment. The proposed regulations would require miners and prospectors to clear these operations In advance with the Department's Forest Service, and to restore areas when they have finished.
