State Modifies 920 North Main Studded Tire Policy Meeting In Ogden, Friday, September 24, 1971, the State Road Commission of Utah reaffirmed a regulation permitting the use of studded snow tires from October 15, 1971 until April 15, 1972. After April 15 the studded tires will be banned except for out of Cedar City, Utah - (EPTEil f A state motorists traveling through the state. Out of state motorists spending time in Utah will be allowed a fourteen day grace period. Many other states have also banned the studded snow tires after studies indicated they actually reduce safety 95 of the time and are extremely damaging to roadway surfaces further and reducing highway safety greatly increasing road maintenance costs. Lloyd, said, Thursday that the House Subcommittee on Parks and Recreation can't schedule hearings In Utah on the Glen Canyon National Recreation Area legislation until early next tah spring. I regret that the subcommittee's schedule is too full for field hearings in Utah this year, but I think its important that these fields hearings be conducted before any action is taken on the legislation, he said. Rep. Lloyd had asked earlier this month that field hearings be scheduled soon in both Salt Lake City and a location near the recreation area itself. He made his request in a letter to Rep. Roy chairman of the Taylor, parks subcommittee. There is a great deal of controversy surrounding this bill, and field hearings will give everyone a chance to be heard," the Utah Congressman said. The primary Issue is whether the Escalante drainage should be Included in the recreation area and studied for designation as a wilderness, or whether It should remain under the jurisdiction of the Bureau of Land Management, which is better geared to oversee multiple use, he said. "I believe it can be preserved and protected under the BLM and open for the enjoyment of everyone, rather than being locked-u- p in perpetuity as wilderness for the benefit of only a few," he said. The lawmaker said he favors construction of a road across the north end of the laketogive tourists and Utah residents access to recreation facilities on the lake MODEL Legislation giving statutory pemanence to the recreation area has already passed the Senate, which added over 130,000 acres of the Escalante area to the bill, with a provision that it be studied for wilderness designation.
