BACK TO RED SCHOOLHOUSE DAYS ff "Crisis," "collapse" and other generalities have been linked with the American public school system so often during the depression that such terms have lost much of their effectivness. But regardless of rhetoric, the stark fact stands out that the school system in the United States not only is in danger of reverting to the standards and status of primitive red schoolhouse days, but in some respects has already done so. City as well as rural schools are retrograding, as indicated in the alarm of the Citizens' Save Our School Committee in Chicago. Not only did 2000 rural schools in states fail to open this fall, . but the school twenty-fou- r term in one out of every four cities has been shortened jthis year. In nearly every large city it is now one or two months shorter than it was seventy to one hundred years ago. The Joint Commission on the Emergency in Education, which represents the National Education Association and the Department of Superintendence, declares that the nation is literally slipping back into the educational oppor tunities of the early nineteenth instead of the twentieth thousand teachers have been drop century. Twenty-fiv- e schools the from at the very time when enrollment has ped substantially increased due to the temporary ban on child labor and other causes. Individual instruction of children h of American is made difficult or impossible. schoolteacher are being paid less (if paid at all!) than fac tory workers receive under the blanket code of the Ad One-fort- ministration. One thing must be said in defense of the and poorly equipped old red schoolhouse, even m compar ison with the modern public school it did keep open ! It was an institution in more senses than one in earlier gen erations. It was the center of the interest and loyalty of the community. Even though taxes were hard to raise, the school-teachwas paid. Some farm boys might have school to start late in the fall and leave early in the spring to do farm work, but while they did attend they made the most of the opportunities the community provided in the old red schoolhouse. out-mod- If the elephant doesn't wake up quickly he will find himself carrying a donkey saddle instead of a howdah saddle cast aside by President the Jacksonian low-tariRoosevelt early in his act as a bareback rider. It is true that Mr. Mills adheres to "a sound system of protection," but he goes on to define this in almost precisely the terms by which President Wilson and Senator Underwood defined their Democratic doctrine of a competitive tariff. He is discovering a more truly national basis for the Republican Party when he declares against "the sacrefice of the efficient farmer to save the inefficient man- ed er ufacturer." At any rate, the Mills speech is significant for one thing. The G. O. P. pachyderm may not rouse himself to display any extremely fast footwork in the congressional elections of 1934 nor to exert any genuinely elephantic opposition during the remainder of the currant session in Washington, but he evidently is going to undertake a fairly graceful imitation of a horsefly buzzing around the ears of the Democratic donkey during the remainder of the Roosevelt Administration. The State Auditor and his deputies state that Mr. Welling, Secretary of State, is short in his account to the amount of $3000 or so and asks for an allowance of $5000 to continue his investigation back to 1930 so as to prove the statement. That maybe all right but what puzzles us is that Mr. Welling has been Secretary of State for five or more years and presumably his books have been audited every year. Now what confidence has the people in audits which now appear to be questioned by the very office which had charge of those audits and now comes and asks for more money fpr a new audit. A few years ago the people had confidence in auditors. They had the impression that if an auditor said OK, it meant OK. Now they don't know V wnatLi. tninK. io Jl 1 o0o THE ELEPHANT RUBS HIS EYES Just when political observers were hanging out the "Do Not Disturb" signs and whispering that the G. O. P. elephant would probably continue in a state of coma well : CHILDREN AND GUNS herent characteristic of the young to want to shoot some thing. Even youthful members of the most primitive tribes construct miniture weapons and make war on imaginary enemies. Every child goes through the stage when he imagines himself a warrior. Almost every day we read where someone is killed or injured by a gun in the hands of a child. Last year one reader of a limited number of newspapers collected more than 75 clipings about children 15 years old or younger figuring in such tradgedies. But everyone of these disas ters, dreadful as they are, are preventable. Not only does every child have an inalienable right to be well born, as the saying goes, but he has the right to be protected in his home from the possibility of a gun tradgedy. Even infants sometimes find guns under pillows. It is the duty of parents, if it is necessary to have wea pons in the home for protection, and most homes have them whether they are needed or not, to see that little Johnnie is not allowed to express his tribal instinct with a gun, whether it is loaded or not. So often they "arn't " but they are. Even the air rifle is dangerous in inexper ienced hands and many cases of blindness have been caus ed by a misdirected BB shot. If you have a weapon in the home our advice would be to keep it under lock and key. As long as parents leave guns of any description ungard-ed- , just so long will children find and use them although it may be on father, mother or little brother or sister. The Tiext time you read of someone being injured by a gun in he hand of a child you may be reasonably sure that some adult is to blame. It is an in- toward if not beyond 1936, the Republican Party's mascot has blinked, flicked an ear and even rubbed his eyes with a ruminative trunk. The occasion of this interruption of his slumbers is the address of Mr. Ogden L. Mills, former United States Secretary of the Treasury, before the Kansas Day Club in Topeka. Mr. Mills, who was head elephant trainer during the last of President Hoover's incumbency as master of ceremonies, has urged the sleeping beast to take some note of the d way in which President Roosevelt entire the monopolizes "big top" for his trained donkey to least at and raise a paw, a hoof, a pad or whatever act, it is an elephant uses for feet, in protest. These sentences about the odiousness of allowing government to drift into "executive dictatorship," of course, have their weight. There is something to stop and think you. about in Mr. Mill's assertion that federal authority is being stretched beyond constitutional limits, that excessive powers are being put in the hands of one person, and that high-hande- IV.
