Show Base stormwater management plan required by 2008 The Phase II rules require NPDES permit coverage for storm water discharges from certain smaller municipalities in urbanized areas; and Phase II 'Cutter Talk" is a monthly column intended to educate and inform Hasc personnel and families regarding stormwater and the environment. The Clean Water Act and the subsequent 1972 Amendment prohibited the discharge of any pollutant to surface waters from a specific "point" source unless the discharge is authorized by a National Pollutant Discharge Klimination System permit. The NPDES at this time focused primarily on reducing pollutants in industrial process wastewater and discharges from municipal sewage treatment plants.
