Just prior to that Dec. 23 meeting, the board had When the Helper City council met in regular session last Friday night two veteran were sitting at the table for the last time. Both retired councilmen can look back upon their public service with a good measure of accomplishment. Mr. Bonza has headed the street department for three terms and Helper City can proudly boast that it has a higher percentage of hard surfaced streets than any other community in the state. Mr. Scavo has been in charge of the water department and during the past two years in particular, this department has become the "hot seat" of the council. Progress has been made in meeting the increasing demand for culinary water during this time. Gov. Rampton recently responded to a query as to his intentions of running for a fourth term with the comment: "When a public servant has been in office as long as have he is bound to pick up some barnacles along the way, each succeeding election becomes that much more difficult." Undoubtedly Helper's two retiring councilmen have picked up some barnacles along the way, more than they could overcome in the last election. Despite this they have served Helper well and are to be congratulated. Mr. Bonza, long active in civic affairs, particularly in youth oriented activities, recently retired from his life's occupation. The Journal can only express a sincere desire that his extremely worthwhile efforts in this line continue on into his retirement. "The Little Giant" has been just that to many youngsters in this community. Mr. Scavo is still employed in the coal related industry and will continue to have an interest in his community, we are sure. The Journal wishes both of them well. learned of former ad- ministrator Don Fifield's estimate last February that the hospital would lose over $150,000 in 1975 if it didn't increase its rates. determine appropriate rate increases for related services, such as laboratory work.
