APRIL 1973 1!), New park City Conincil approves request for water, two new employees A request for free water service to a Senior Citizen Park and the hiring of two new city employees were approved by Helper City Council at its Thursday meeting. The Council tabled several matters including whether Helper will be a of the member Southeastern Utah Health District, until the return of Mayor Chris Jouflas, who is recovering from a recent illness. Asking for free water service to the park were Mrs. Betty Dale of Helper, and Mrs. Glenda Gibson of Price, delegates of a Girl Scout Cadet Troop. The women said the Cadets obtained the per- - mission from Rio Grande Railroad to construct the park in a lot on the corner of Kessler Court and South Main, which until last year, a billboard was located on the grounds. The Troop leaders said the girls and their fathers plan to clean the lot during the city clean-udrive and hoped to plant the first tree on Arbor Day. Mrs. Dale said the girls will also maintain the park. This year the Cadets plan to plant grass and trees and set up benches in the area, she added. Next year the Troop may apply to the Shell Oil beautification fund to help finance the project, Mrs. Dale said. asked Council The councilman Ernest Gardner to see if the city had some benches which could be placed in the park. Councilmen tabled action on the water request until consulting with City Attorney Stanley V. Litizzette on whether the move would be legal. Edna Leigh Moesinger was first spotted asleep in the backseat of a car owned by Louis Rich, 18, last Wednesday evening. He called Helper City Police Chief Joe Meyers at 2:15 p.m. the next day when he found her still asleep in the same position. Chief Meyers and Utah Highway Patrol Trooper Phyl Johnson transported her to the hospital. He was an employee of Central Commission and Supply for about 20 years. Mr. Valentine was born in Italy on March 24, 1901, to Mike and Mary Valentine.
