According to Utah Foundation the private tax research organization, the sales tax now is imposed by more than 3,600 local units (cities, counties, the school districts, and special districts) located in 27 different states. For many of these units, the sales tax has become am important factor in balancing their local budgets. During the 1968-6-9 fiscal year the local stales' tax produced $1.6 billion in revenue for the units throughout the nation that imposed the tax. The Founds fcioni report notes that this amount stil is far below the $29.7 billion in property taxes collected by local governments, but is the largest local tax source outside the property tax. Of course, in addition to revenue derived from their own sources, local units rely heavily on financial assistance from the state and Federal governments. More than 36 of total local government revenue last year wtas obtained from state and Federal aid. Foundation analysts attribute the growing popularity of the local stales tax to the continuing need of local' units for increased funds and the mount ing resistance to further property tax hikes. Between 1946 and 1959 local government costs across the nation multi plied ei The study observes that in earlier years the sales tax has been regarded primarily as a state revenue source. It is currently imposed, by 45 of the 50 states and is the leading tax revenue source in 36 of these states. During the 1968-6- 9 fiscal year, the state sales tax produced1 $12.4 billion, or nearly 30 of all tax revenue collected by the states. In most cases' the local sales tax is in addition to the one imposed by tha state. Alaska is the only state without a state sales tax that permits local units to levy the tax. Local sales tax rates range from of 1 in a number of local unilts to a high of 5 in Fairbanks, Alaska. The most common local rati is 1 Approximately three - fourths of all local units imposing the tax have a 1 rate. Total state and local sales 'tax nates now range up tj New York State recently raised its state rate to 47. Since a number of locsl units in New York also impose a local siales tax of the com bined rate in these areas is now New York, however, does exempt food and drugs from the tax. The Foundation analysis notes that some of the most pressing financial problems for local units lare occurring in the larger cities of the nation. As a result, many of these cities have been among the first to turn to the local sales tax as a means of solving their fiscal problems. Ten of the nation's fifteen largest cities now impose a local sales tax. Utah first authorized its loof 1 cal units to levy a 7. 7.
