Hy all out warfare we could have brought this war to a successful conclusion some years ago, but by allowing the enemy sanctuary not only in Cambodia and Laos but in North Vietnam itself, we have allowed him to build up his strength, to develop launching pads for missiles, and to disperse his war materials widely. Until recently we have had little opposition in the air, but by giving the enemy this long period of time to develop his airfields and his missile program, we are beginning to have to face severe flack and missile danger. If we now move into the Haipharea to destroy his ong-Hanoi war potential, we shall meet stiff resistance and suffer many losses and casualties that would not have occurred had we not allowed him all this time to gather his strength. The world is watching, find if we back down without winning this war we shall hardly have the confidence of any nation anywhere in the world. Few indeed will accept our leadership or wish to be allied with us if we show that we have not the courage to win this little war. We saw the failure of a similar policy in Korea, and there would seem to be no excuse for adopting the same defeatist strategy in Vietnam. It is my frank opinion that the politicians in Washington who have been determining policy and ignoring the advice of our military men have brought shame and disaster and possibly irrevocable tragedy upon our country. Playing politics with war when the very life of our country is at stake is intolerable and cannot be too severely condemned. Politics should stop at the water's edge and when we are engaged in war the only possible course of safety is to win it.
