But the mission today is peaceful progress through world commerce, the hope of modern Greece and indeed the world. Built by shipowner Starvos Niarchos, in his new Hellenic Shipyards near Athens, the WORLD HOPE completes the restoration of the oldest traditional maritime nation, Already leading the world in tonnage serving international trade; rosters of seamen employed; and in higher education for merchant marine officers; the original "sons of the sea" are again "building ships on the shores where their ancestors laid not only keels, but the foundation of modern civilization! in-th- e NATIONAL OUTLOOK By KENNEDY Ralph Robey AJ ilOLVnrivVTS AND BUSINESS All of (President Kennedy's 19-5- ma- jor appointments are important from the viewiwint of appraising the business trend; ibut two are outstanding in this regard. These are: C. Douglas Dillon as Secretary cf the Treasury, and Robert V. Roo.sa as of the Treasury for Monetary affairswhich mean; he will be responsible for handling the public debt. Both cf these gentlemen, like all of the Kennedy appointees, had an easy l.ms before the appropriate Senate committee and in being confirmed. But that is neither surprising nor unusual. We have a lun tradition in this Under-Socreta- ry nation that a President should be permited to select his own staff and advisers, and there have been only a few exceptions made to this over the years. Mr Dillon's appointment, how ever, has caused much comment This is not because anyone ques tions his ability. It arises from the fact that he has been a high office holder since Republican 1953. First, he was our Amtoassa dor to (France; and since he hai been Under-Secreta- ry of State for economic policies and programs. To switch parties in this manner was bound to cause a certain amount of doubt as to his Republican loyalty, and it makes rebuilding of the party more difficult. The other Republican in the Cabinet, Mr Robert S. as Secretary of Defense, has led to no such question ing because he worked actively for Kennedy during the campaign and he has never been a government official. Not too much is known of Sec rotary Dillion's economic philosophy. He is a conservative but not as conservative as Senator Goldvvater. It is a salute to the American tra dition of greatness from humble origins and, also, a reminder of the arrival on the world stag of a fabulous new metal just in time to give the Twentieth Cen tury a new look and influence, in the course of a few years, every aspect of our life. The story of aluminum is the story of Charles Martin Hall, the studious, determined and practi cally penniless son of a smalltown minister who accomplished, through his devotion to chemistry and a decade of trial and error in a woodshed laboratory in his Oberlin backyard, what the most noted scientists had tried and failed to do for a century. In the true Horatio Alger tradition, his devotion to his dream made him a millionaire, and changed our civilization. Aluminum in he IS horse power engine the Wright brothers built for their plane in 1903 saved about 150 pounds weight. No plane since has ever been airborne without aluminum. Aluminum has become significant in other forms of transportation as well. Today's cars average 63 pounds of aluminum and are expected to go to 115 pounds with the rising clamor for dollar, but he is a strong believer in international aid and this means that we shall continue this policy which contributes so much to our international deficit. Ha has given no indicaton that he thinks ibasic tax rate reform is either desirable or necessary and no immeidate help is to be expected from him on this serious problem. He will not attempt to undermine the Independence of the (Federal Reserve Board of Governors or force still lower rates of interest through Federal Reserve action. Rossa is well and favorably known by financial and business economists. He has 'been a vice president of the Federal (Reserve Bank of New York and associate economist of the Federal Open Market Committee, which is the group which buys and sells government securities for the (Reserve System. He was not selected for his political affiliation it s not known wheth Under-Secretar- (he y Federal government has ocrat but for his unquestioned knowledge and ability. Mr (Rossa is a defender of Fed eral Reserve policy, but does not think that the System should necessarily limit its open market operations to short term treasury bills. He also believes that the present statutory limitation of 4 '4 on treasury bonds should be removed, and of course it should be in order to make it easier to manage our public debt. But there is no reason for assuming that this interest-rat- e ceiling will be eliminated in the near future. With a federal debt of $290 billion it is an enormous task that is falling on the shoulders of .Mr Rossa. Too much if it is short term, and the treasury has to enter the money market much more often than desirable. But Mr Ttoosa will do as good a job of managing the debt as anyone could and a better selection could not have been made for this particular assignment. Another significant appointment is Walter 3Ieller as chairman of the Council of Economic Advisers. In due time we shall devote a column to his thinking and prospects. the new aluminum engines. In trucks, railroad rolling stock and in ships, weight-savin- g aluminum becomes increasingly valuable. And whether you think of a space vehicle carrying a man to the moon or of the walls of a new skyscraper, the metal of the future Is aluminum the same as the tiny globules that Charles Martin Hall smelted from a cup ful of bauxite in a borrowed carbon crucible in February 1886.
