It is known that serious consideration is being given to all aspects of bth a retail sales tax and a uniform tax imposed at the manufacturer's level (known a a manufacturers excise tax). There are now more than a score of classes of manufactured articles subject to this excise tax and the revenue thus collected is substantial. Advocates of a uniform manufacturers excise tax contend that the Treasury' condition is likely to present a realistic argument for drastic excise tax revision and they argue that if there is going to be drastic revision the Administration should go all the way and recommend a uniform tax on manufactured articles with the exception of food and food products. The plain simple fact is the Treasury needs money. The big trouble results from the S1 Million iu unpaid bills inherited from Mr. Truman. Congress last session made the largest cut in appropriations that has ever been made in the nation's history. It cut original budget requests W $14,081,517,697. And the amount provided by Congress was less than that provided by the last Truman Congress. Thus the new spending authoj-ize- d was less than is being collected in taxes. But all this does not help the Treasury at the present time because of the leftlast over unpaid bills.
