If the vote Is In favor of Issuance of the bonds, they will be sold to the U. S. Government at par and will bear 4 per cent per annum. They wilj be payable at the rate of $3000.00 per year commencing September 1, 1941, and ending September 1. 19G1, so that the first payment of $3000.00 will not be due until September 1, 1941, which will enable the city to complete the Improvements and repairs contemplated in the project and to raise sufficient funds from the waterworks revenues to make the first principal payment of $3000.00. To the $63,000.00 to be expended by the City, the United States Government will add a gift of $51,545.00, making a total expenditure that will go Into the new Improvements of $114,545.00. No part of this indebtedness Is payable from taxes, so the taxpayer need have no fear that "his taxes will, be increased 1f he votes in favor of the bond issue. In fact there should be a saving. It Is stated that the expense of the upkeep and repairs of the present system Is between $3000.00 and $3000.00 jer year, which expense should be saved when the necessary repairs are made. This being true, of course It is a good investment to borrow the money to make the necessary repairs to eliminate this waste. Under the constitution and laws of Utah, any person who is a qualified voter within the city limits of Helper and who has paid a property tax In the year preceding the election, will be eligible to vote. The tax need not have been paid on real estate. It is sufficient if the tax be paid on property of any kind. It Is estimated that after the Improvements have been made the net revenues of the system will be approximately $7000.00 per year. By "net" revenues Is meant the revenues from the waterworks system after the payment of all expenses In connection therewith including operating, maintenance, repairs and other expenses. We believe that the citizens of Helper should get solidly behind this bond election. It may be the last time they will have the opportunity to get from the United States Government a grant of 45 per cent of the total cost of the project, This amounts to $51,545.00, which is a generous gift to the people of Helper in their municipal government.
