Its membership includes experienced safety men, traffic and school officials of State, City and County, representatives of automobile associations, civic clubs and citizens interested in making our streets and highways safe for the aged, infirm, the children and all traffic. Any citizen is eligible to membership on payment of dues and signing of pledge. Its first objective is to stand vigorously behind our traffic officers and courts in the enforcement of law and uniform punishment. Offenders of the in their all be equal under the regardless standing community must law. Its second objective is to organize and conduct a "traffic school" which will be combined under the direction of the traffic department of our local police and experienced safety men of our Council. Traffic schools will also be conducted in our colleges and high school, under direction of City, County and State Officers, and School Officials. Courts may sentence careless drivers and those guilty of minor infractions to terms of attendance in the traffic school and withhold drivers license until report cards indicate proper examination and favorable grade. Any citizen may attend this traffic school and be subject to its rulings. Its third objective is education of the public as to laws and traffic regulations and the safe handling of motor cars, through advertising and co- operation with the educational authorities. The Helper Safety Council will establish and with similar organizations for each city and county in the state and assist the officers of such county in every way possible in maintaining a vigorously functioning council. Headquarters of the Helper Safety Council, now at the Helper City Hall, will later be established with a manager and secretary on duty to receive reports, with the traffic officials in conduct of the Traffic School and receive suggestions for improvements in traffic laws and regulations. A series of daily traffic articles is now appearing in newspapers, magazines and other publications in the cause of safety.
