Demman, one of two physicians recently appointed as company doctor at Helper, addressed the committee and employes present on the subject of "What to do until the doctor arrives." Dr. rlemman gave comon first aid plete instructions treatments, how to avoid infections in cases of open or penetrating wounds, and how to avoid complications arising from slight injuries and exposure to the elements. At the next regular meeting of the safety first committee. Dr. A. C. Kline, who also has been apointed on the medical staff, will address the committee on matters pertaining to the employes hospital association and other subjects of interest from the doctor's standpoint. It is intended to continue this instruction in future safety meetings, together with an elementary course in first aid work, which should prove of interest and much benefit to all the employes of the company. mm. That it la proposed to amend aection 6 of Article XI of the constitution of the State of Utah, so that the same will read as follows : SECTION 5: Municipal corporations created by reneral law of legislature incorporated cities or towns mar frame and adopt charter manner prescribed charter to be submitted to electors copies to be distributed city recorder to file with secretary of State amendments powers conferred upon cities. Corporations for municipal purposes shall not be created by pecial laws. The legislature by general laws shall provide for the Incorporation, organization and clnssification of cities and towns in proportion to population, which Laws may be altered, amended or repealed. Any incorporated city or town may fruma nd adopt a charter for its own government In the following manner: The leKislative authority of th elty vote of its members, may, by two-thirand upon petition of qualified electors to the number of fifteen per cent of all rfotes east at the next preceding election for tha office of the mayor, shall forthwith provide by ordinance for the submission to the lectors of the Question: "Shall a commission be chosen to frame a charter T" The ordinance shall require that the question be submitted to the electors at the next regular municipal election.
