Is there any coordination with UDOT to improve access to the base in order to reduce traffic jams in the mornings and afternoons at the West Gate? Discussions regarding traffic concerns at the West Gate are ongoing with the Utah Department of Transportation. Although UDOT's priority is to clear northbound and southbound interstate traffic, some local traffic lights have been adjusted to minimize congestion for Hill personnel. We, as well as UDOT, continue to monitor the intersection; however, we believe that the current configuration is the best one possible at this time given other competing traffic concerns. Why are contract personnel guarding the gates and checking ID? Isn't this an inherently military function restricted to DoD personnel? Also, are there anv fitness requirements for the contractors at the gates? The addition of contracted guards at our installation entry control points is an Air Force initiative the manning of Security Forces personnel in response to post-9-1- 1 heightened security. An exemption to federal law has permitted the use of these personnel in this capacity. The contractors here at Hill have received extensive training and are fully capable of providing security and services for installation personnel. Moreover, contracted guards are required to provide a positive, professional image. In July 2003, a 10 percent Group Retention Allowance was approved for electrical electronic (850855), aerospace (861) and mechanical (830) engineers assigned to Ogden ALC at the GS-0- through 12 level. In accordance with 5 CFR 575.306(c), agencies must review each retention allowance authorization at 5 least annually to determine whether payment is still warranted. All the factors that go into determining whether or not to continue the Group Retention Allowance have been closely analyzed, both here and at the other two air logistics centers. Because of the uncertainty of the present economy and the pending implementation of the National Security Person- nel System, it was concluded that a transition plan is required to bridge from the Group Retention Allowance into the Natiotfal Security Personnel System. This plan will be an interim move along the lines of "Pay for Performance." The six month extension was requested to permit completion and implementation of this plan. Both the Group Retention Allowance extension and the transition plan were discussed at the' Engineering Directorate's Director's Call held in the Base Theater on June 16.
