To achieve these results, the Purchasing and Supply Chain Manage- ment transformation aims to fundamentally change the Air Force's purchasing and supply processes. We must change the way we do our business to reduce costs, free up funds for modernization, mitigate the impending loss of intellectual capital, improve the performance of our supply chain, and maintain our position as the Air Force's supplier of choice. Air Force senior leaders emphasize the need to significantly reduce costs while improving weapons system availability. High weapon system sustainment costs are hampering modernization. An anticipation of a reduction in costs can potentially free up funds for modernization and Air Force senior leaders recently mandated a 20 percent reduction in overall supply chain costs. Within five years, nearly 51 percent of Air Force Materiel Command logistics and 33 percent of AFMC contracting and manufacturing professionals will be eligible to retire. This potential loss of intellectual capital creates the need to increase the skills and flexibility of our workforce. It also provides a tremendous opportunity to institutionalize improvements to our purchasing and supply chain processes. Air Force Materiel Command won't continue to be the supplier of choice if the level of support to the warfighter and control costs in the supply chain aren't improved.
