T Permissive Travel Orders only authorize the traveler to leave the workplace without charge to leave and are processed in the same manner as personal travel, according to the Hill AFB Passenget Travel Office. Burnham also said travelers who are using Permissive Travel Orders are not authorized to use government contract airfares to reduce their travel costs. She explained that the government contracts, which enable some military and civilian personnel to travel at lower costs, must be paid with a government form of payment Airlines generally won't accept personal credit cards or cash payment for government contracted airfares and therefore, military and civilian personnel who only have Permissive Travel Orders, aren't authorized to use government travel discounts. "Funds are tight and some people opt to pay for travel out of their own pockets," Burnham said. "In some cases, where an individual's trip may be more beneficial to the government, if the organization the individual belongs to is out of money, then the individual may still have the option to go, but they may opt to pay for it themself" The best, advice Burnham has is for personnel to make travel and funding requests through their regular chains of command and to be aware of the differences between the official and unofficial programs so they know their limitations.
