Show HiBtop; December 4. 1997 DOD announces 1997 WASHINGTON (AFNS) The Department of Defense announced Dec. 1 that it has begun the third annual healthcare survey of DOD beneficiaries. This comprehensive, congressionally directed survey effort is designed to learn how beneficiaries view their health, as well as their use, access to and satisfaction with health-car- e services. This information provides decision makers within the military health services system the perspectives of various "customers" whether they consider the MHSS a regular source of their care, use military treatment facility services, civilian services or none at all. This survey, the third of its kind, will promote the comparison of DOD health care and the health of its benefi- ciaries to national yardsticks of health status and satisfaction. With further iterations, DOD will follow trends of key statistics as part of a comprehensive effort to improve delivery of care. People have been selected at random to voluntarily services survey health-car- e participate in one of two studies. Questionnaires will go to 150,000 active-dut- y and retired military and their family members older than 18. Besides the questionnaires, they will be asked to comment on their own health status and health care. Another 30,000 parents or guardians of dependent children and adolescents younger than 18 will receive questionnaires and be asked to comment on the health and health care of those family members. The focus of the latter surveys is on health-car- e issues specific to children and adolescents. Responses for both surveys will be weighted to represent the views of all DOD beneficiaries. "The results of these surveys give us tremendous insight into how our beneficiaries perceive their own health and how, as a system of health-car- e delivery, we can better serve them," said Acting Assistant Secretary of Defense for Health Affairs Dr. Edward D. Martin. An important, new component of the survey for 1997 is a series of questions concerning aspects of the TRI- CARE managed care program. The intent of this section is to follow program startup and chart future program improvements. Key areas of interest con- cerning the TRICARE program include beneficiary satisfaction with: Appointments and waiting times for office visits: Satisfaction with both military and civilian primary care managers: and Knowledge and source of information concerning the program. DOD officials urge all beneficiaries to complete this survey if sampled to ensure that the results are truly representative of the Defense Department's population. Historically, active-dut-y service people have been least likely to respond in part because of their relative youth and good health. The department recommends that active-dutmembers complete the survey so their voice can be heard. y NEWS BRIEFS Briefs from page 6 D Defensive driving offered courses The Utah Safety Council is now offerdefensive driving courses ing four-hou-r for individuals in the Ogden area at the Driver's License Office. The course consists of classroom instruction and focuses on accident prevention, driving confidence, awareness of hazards and improving driving skills. Drivers who successfully complete the course receive a reduction from their Utah driving record once during a three-yea- r period. Individuals ages 55 and older may qualify for insurance discounts after completing the course. Registration is $25 per person, 50-poi- nt or $8 for ages 55 and over who are only desiring a reduction in insurance rates.
