A partnership of union and management has been formed to discuss ideas and concerns for a new schedule. "With the increased scrutiny of BRAC (Base Realignment and Closure Commission) coming our way, we just can't afford even one grumbling customer especially if that customer has three or four stars on his shoulder," he said. The QI survey indicated 30 to 40 percent of ALC's customers were not happy with service problems associated with down Fridays. Mirier said every Ogden ALC employee should be thinking of ways to keep center customers happy. As for productivity indicators, Hathenbruck says they are down, though that cannot necessarily be totally blamed on the compressed work schedule. "A day of extra cold weather or a few unusually warm days could have swung the numbers either way," he said. "The energy- - savings just aren't there." For example, annuitants can now alter their health benefits coverage over the phone during Open Season. "The new system will allow annuitants to make changes quickly, and that is a step toward making the government work more efficiently through automation." said OPM director Jim King. The new rules also allow legally separated employees and annuitants covered as family members under a spouse's enrollment coverage to enroll in coverage. During Desert Storm many civil service employees lost their health benefits enrollment when they were called to active duty by their reserve units. Under the new rules, these individuals will have the option of reinstating their civilian health benefits if they retire from their civilian position while on active duty. A retiree whose annuity has been waived or suspended for any period of three months or more will now have the option of paying Federal Employees Health Benefits Program premiums directly to their retirement system or the Office of Workers Compensation Programs. Finally, agencies must counsel employees whose pay is insufficient to cover premium payments of their options about continuing or ending their health benefits coverage.
