Livingood started his career in the construction industry when he was 17 years old, helping to build Hill's runway. His company later built several buildings on base, but now Big-- is too large to bid on D military construction contracts. When he awarded the Civic Service Award to Livingood, Condon said, "More important than the construction relationship has been the support he's provided the base for a long, long time. This entire region, this entire state is better off because of him." Following Condon's presentation, Livingood was given a rousing standing ovation. "There has never before and never will be such a profound supporter of Hill Air Force Base," said former Ogden ALC commander, Lt. Gen. Dale Thompson, who is now vice commander, Air Force Materiel Command at Wright-Patterso- n AFB, Ohio. When he accepted the awards, Livingood expressed great appreciation for the honors and said simply, "We've enjoyed a lot of good times and there is no better place to live than Ogden, Utah." Anyone wishing to withdraw their application should notify the Entitlements and Benefits Office in writing as soon as possible. Outprocessing arrangements All civilian employees who are retiring with an effective date of 1Jan. 3 will a.m. at outprocess on Jan. 3 from the Enlisted Club (formerly the NCO Club). Representatives from Civilian Payroll, the Civilian Dispensary, Pass and Registration and Civilian Personnel will be available at that time to complete the outprocessing procedure. Those retiring can speed up the 7-1- process by having the appropriate documents with them on Jan. 3, as follows: Form 164. Employees must complete Section I of Form 164, "Civilian Employee Separation Clearance Checklist." After completion of Section I, the supervisor must sign the form. Other documents. In addition to Form 164, employees should bring their Time and Attendance Certificates and civilian ID cards. OO-AL- C OO-AL- C Hearing test and physical exam. Those currently working in an environment that requires annual hearing tests or annual physical examinations must contact the Civilian Dispensary for an evaluation prior to going to the Enlisted Club on Jan. 3. The deputy chief of staff for personnel will provide more details regarding specific requirements by command and specialty. Once convened, and to lay the groundwork, the review group will be briefed on the history, principles and evolving policy, problems, concerns and perceptions of both the OES and the OVAS. ' ver the background briefings, the group will specifically work issues, concerns and recommendations. We anticipate the review group will be in session at the Air Force Military Personnel Center at Randolph AFB, Texas, for a week or so in early December to evaluate issues and develop their review strategy. They will brief this strategy to a general officer review group chaired by the Air Force's deputy chief of staff for personnel, Lt. Gen. Billy J. Boles. They will return to their commands and bases over the holidays to discuss this with you and other officers to assure they have incorporated your views. After the holidays, they will return to AFMPC to develop their recommendations and to brief Secretary Widnall and me. ' Major command commanders will be briefed at CORONA South.
