Empowerment also requires three elements to be successful competence, character and a clear mission. Each is necessary but, alone, not sufficient to ' guarantee the desired result. Competence is the ability for the individual to do the required tasks. It is the responsibility of leadership to establish an environment whereby workers can develop competence, and to mentor their subordinates' development. It is the responsibility of workers to pursue professional development in all the dimensions required by the job. Because of an ever changing environment, competency is an continuous process. Character means that the individual will do the right job at the right time. Character development is less structured and more personal than compe-tencThe two aspects of character are trustworthiness and trust. Trustworthiness is a personal value that must be exhibited by you and accepted by others. This precedes trust being placed in you by others. Trust is ';. Empowerment is one of the hottest topics of discussion at all levels of the Air Force today, as well as in the industrial and business arenas. People are most effective when they have the freedom to act within a set of defined values, for a common purpose. The competitive environment of today's Air Force virtually dictates an empowering leadership style because the structured decision making processes of the past are not responsive to the pace of today. To properly discuss the principle of empowerment and the keys to its attainment, it is best to begin with a definition to establish common ground. Empowerment is when "people are capable and willing to carry out focused, meaningful tasks." Capability, willingness and focus and meaning are three attributes embedded in this definition, which are necessary conditions, or enablers. Capability means that one can execute the tasks required of him or her. Willingness means that people do the right things at the right time, not just doing what is convenient or expedient. Finally, focus and meaning give the workers a sense of direction and a sense of purpose to carry out tasks and make decisions. Leaders have to establish the proper environment nurturing, mentoring, trust and direction; but workers also have a responsibility to develop the broad capability to perform and must exhibit trustworthiness in order for leadership to place trust in them. Leadership cannot pass the baton unless the workers are present and ready to accept it. The competence quired for the supply mission is different from the acquisition function. The degree of trust required for some missions is higher than for others, because of the impact of unfavorable results. Mountain Fuel Supply Company presently owns the property. Concern for the safety of the civilian population and its own personHill ; nel, led the Air Force to create the Air Installation Compatible Use Zone policies to deal with hazards associated with aircraft noise and accidents. Studies have shown that most aircraft accidents occur within a 3000 feet square area extending out from the end of the runway centerline at either end of the runway. The Base purchased land to create a "clear zone" at the end of the runway used most by departing aircraft. This land surrounds the Mountain Fuel Supply Company property. The presence of the regulator station represents an encroachment over which Hill AFB has no land use control. To eliminate this encroachment from its clear zone and improve its AICUZ compliance, Hill AFB proposed to acquire the parcel of land from Mountain Fuel Supply Company. Mountain Fuel Supply Company has responded positively to this proposal.
