News Briefs Hilltop Times Promotion recommendation forms - Operation Identification The Operation Identification program is a theft prevention program that involves marking personal property to make it less desirable for theft and more identifiable if it is recovered. Marking property with an identifying number such as a Social Security number is a good idea. There are several methods of accomplishing this. D Etching or engraving articles is a permanent way of marking them. Etcherengravers are available at the Law Enforcement Desk, Bldg. 1219. The checkout basis. etchers are available on a O Some valuables such as jewelry, antiques and silverware cannot be engraved without reducing their value and should be photographed in color or ; videotaped. Indelible marking pens are another option that can be used to mark valuables. Warning stickers may also be displayed to .alert potential thieves that all valuables in the home are marked for identification purposes. It is also a good idea to make a written inventory that includes brand names, serial numbers, the identifying number, date of purchase and price. This list, along with photos and credit card numbers, should be kept in a safe place to help police and insurance companies if a burglary occurs. AF Forms 1670, "Valuable Property Records," are available at the Crime Prevention Office, Bldg. 1219. Operation Identification is but one step in combating burglary and theft. Contact SrA. Promotion RANDOLPH AFB, Texas (AFNS) Recommendation Forms are no longer necessary for first lieutenants meeting a promotion board when the promotion opportunity is 100 percent. This new policy begins with the calendar 1994 Captain Selection Board convening Sept. 12, say personnel officials at the Air Force Military Personnel Center here. In an effort to save customers throughout the Air Force time, money and manpower, promotion officials at the center and on the Air Staff devised this new policy to make the process more efficient. This change only applies to captain boards when the promotion opportunity is 100 percent. Rather than complete a PRF for all eligibles, now senior raters will only prepare a form for those first lieutenants receiving a ''do not promote this board" recommendation. Senior raters will annotate their positive promotion recommendations for others using the master eligibility list. "When the promotion opportunity is 100 percent, the promotion board will know who is recommended for a promotion, and can judge performance based on the Officer Performance Reports, in addition to other 'whole person' factors in the selection folder," said Maj. Bob Eccleston, chief of the officer evaluation boards branch at AFMPC. "There is no reason to generate paperwork if it's not needed. "This change won't affect the promotion selection process," said Eccleston. "Promotions will still be granted to those best qualified. But eliminating unnecessary PRFs does away with redundant paperwork and streamlines the recommendation process." The promotion level to captain has remained stable at 100 percent for the past three years. Should that level drop below 100 percent in the future, PRFs will be required.
