Restaurant has initiated new contracts for vending machines under their jurisdiction. The drink vending contract was modeled after the Army and Air Force Exchange Service contract and was designed to offer the government the best price through competitive bidding. Coke vending machines are not totally being removed from the base, rather the number of machines are being reduced and placed in areas of greatest sales. Coke products are still available at Base Restaurant facilities and on the mobile trucks. It is understandable that initially the rearrangement of drink vending machines throughout the base will be cause for some concern. However, I am certain that after the dust settles, the majority of both Coke and Pepsi patrons will be satisfied with the placement of the machines. BRAG coming? The BRAC '95 process continues to be ' worked through all levels of DOD to ensure the time required by public law is met. Action has been taken by some of the congressmen and senators to delay the BRAC '95 until the 1997 time frame. This action is being taken due to the nonavailability of funds to sustain additional closures during the 1995 time frame. The interest of all Hill AFB personnel is a key ingredient to our success as a team in properly responding to BRAC issues. Historically, BRAC members do not visit the centers until after they have reviewed the response questionnaires submitted by each of the centers being considered. Development of our center's response to each of the questionnaires is in process. A phone has been placed in the north cafeteria and the south cafeteria and a phone located in the northeast side of the building has been relocated to the southwest corner of the building. CHAMPUS is a program of medical benefits provided by the U.S. Government under public law to specified categories of individuals who are qualified for these benefits by virtue of their relationship to one of the seven uniformed services. Although similar in structure in many of its aspects, CHAMPUS is not an. insurance program. It does not involve a contract guaranteeing the indemnification of an insured party against a specified loss in return for a premium paid. Further, CHAMPUS is not subject to those v. state regulatory bodies or agencies that control the insurance business generally.
