WASHINGTON The Air Force hopes to house young airmen in private rooms by 1996 and ultimately get them into efficiency-typ- e apartments by the -- The Air Force is looking at modernization programs in every category during "The Year of Equipping," in terms of a very long-rang- e planning horizon. The plan not only covers what equipment will be needed down the road, but what facilities as well, said the Air Force civil engineer. "As part of that, we looked ahead to see what our unaccompanied people would need by the year 2020," said Maj. Gen. James E. McCarthy in a recent interview. The result was the Vision 2020 plan.- - - Vision. 2020 provides an unaccompanied service-memban individual apartment that includes a bedroom, living area, private bathroom, and cooking and laundry facilities. ' Junior' people, s and s just out of technical school, will be housed on base through the first two years of service. People in the higher ranks will be able to live off base with some exceptions, including high g areas such as Washington, D.C. Air Force unaccompanied housing said McCarthy is not as good as it should be. When airmen were asked what they thought about their living situation, they said the top three concerns were "privacy, privacy and privacy." Asking a highly trained young jet engine mechanic to maintain a cutting edge aircraft like the B-- 2 bomber, then housing him or her in a "10-ceroom" sends a powerful message, he said. But McCarthy is not apologizing for how the Air Force has handled unaccompanied housing he's saying it's time to move ahead. The Air Force has done fairly well, he said but a longer-rang- e vision is needed. While the Air Force offers families on base basically what they had off base, the same does not hold true for unaccompanied airmen, McCarthy said. The current standard for dormitory rooms was estwo rooms connected by a tablished in 1983 bathroom. s through s each get 90 square feet of living room, with no more than two people per room. "On base today, we don't give them a private room and, in many cases, we don't give them a private bath. And we don't give them very good access to cooking. We're not satisfied with those conditions and I don't think our young people are either." .McCarthy said Air Force spends three times as much money to improve housing for families as it does for unaccompanied people. Congress is asking the services to develop some kind of equity between the two. "The cost involved would be based on what we think the size of the Air Force will be in the year 2000," he said. "It's going to cost money; it's going to take a long time. But we have to look forward and have a vision of the future." Because the idea comes at a time of constrained resources, the plan is to phase it in one step at a time. The proposal includes private rooms in fiscal 1996 and private apartments beginning in fiscal 2000.
