The proposal process and manpower requirements were briefed to the Center Corporate Board in May 1991, and a decision was subsequently made to centralize. This has been determined by industry and other DOD agencies to be the most effective use of all resources. FM was chosen due to their existing responsibilities such as competition policy and anaplanning, budget and integration, and cost lysis. Last spring I placed increased emphasis on this decision by establishing the Business Enhancement Division, which is functionally responsible for execution of the proposal processes. A centralized Bid Proposal Branch offers numerous benefits, some of which are: train a dedicated team in the proposal process; develop and implement lessons learned from each proposal for subsequent submissions; and retain the expertise for the process of competing and preparing the bid proposals. The centralized proposal functions will always require technical expertise from the product directorate that will manage the successful award. The technical experts are loaned to the proposal team during preparation of the proposal. The FM proposal team is directly of responsible for management and execution proposal processes. Construction of a proposal requires analysis of the solicitation, development of compliance requirements, and writing of both the technical response and our "sales pitch."
