The purpose of the foreign language profi-ciency pay program is to ensure the Air Force's ability to interact in the international arena and to respond effectively to any global contingency. This mandates the need for qualified personnel to communicate with our allies and the local population as well as with our enemies. Proficiency and fluency in a foreign language requires considerable study and effort to acquire and maintain. The secretary of the Air Force determines which languages will fall under the FLPP Program. Participation is voluntary and the pay is an incentive for the member to maintain the proficiency required. Receipt of the pay constitutes acknowledgment by the member that he or she may be called upon to respond to global contingency requirements at any time. So you see, the FLPP Program is a vital part of our defense posture and is not considered a waste of money. Since boats are a recreational vehicle, why do they allow them to be parked in the housing areas all summer long? I think this rule should be changed or modified because it is bothersome to people in the area when neighbors park their boats on the street or in community driveways. I share your concern.
